- This amendment is to add the dates for the Vendor's Public Meetings that will be held the week of January 24-27, 2011. See below for the location and address. The purpose of this Request for Quotations and any resultant Agreements is to acquire the services of Mechanic Service Truck(s) for use on a local, Regional, and Nationwide basis. The Agreements will be competitively awarded by Dispatch Centers within Region 6 (Oregon and Washington) of the Forest Service and may be used for wildland fire suppression, all hazard activities, and severity. The Contractor is responsible for all equipment, materials, supplies, transportations, lodging, trained/certified personnel, supervision and management of those personnel, necessary to meet or exceed the Agreement specifications. The resources may be used in the protection of lands, to include but not be limited to, severity, fire suppression, and all-hazard incidents. The Fire and Aviation Contracting Team will host 4 meetings to introduce the 2011 solicitation and provide information on the VIPR process. Meetings will be from 6:00 pm - 9:00pm at the following locations: January 24th, 2011 at the Wenatchee Community Center - 504 South Chelan, Wenatchee, WA January 25th, 2011 at the Wild Horse Resort - 72777 Highway 331, Pendleton, OR January 26th, 2011 at the Eagle Crest Resort - 1522 Cline Falls Highway, Redmond, OR January 27th, 2011 at the Seven Feathers Resort - 146 Chief Miwaleta Lane, Canyonville OR 1.) Quotes shall be submitted in the Virtual Incident Procurement system (VIPR). To access VIPR you are required to have a Level 2 eAuthentication account that provides the ability to conduct official electronic business transaction. Level 2 eAuthentication information is available at the following website: http://www.fs.fed.us/business/incident/eauth.php. 2.) NO telephone requests for the solicitation package will be accepted, and NO paper copies will be issued. This is an all electronic process. 3.) This solicitation will be utilizing the new Pilot Vendor Application. Vendors are encouraged to review the web page to find information and instructions specific to the pilot application. Web page can be located at the following website: http://www.fs.fed.us/business/incident/pilotvendorapp.php 4.) Vendors must have a valid e-mail address since all VIPR communications are conducted via e-mail. An e-mail address is required for all of the following registeration: 5.) Vendors must have a valid Data Universal Number System (DUNS)number. This is required before registering in CCR. Request a DUNS number from Dun and Bradstreet on the web at: http://www.dnb.com 6.) Vendors are required to be registered in the Central Contractor Registry (CCR) and are encouraged to complete the On-Line Registration and Certifications Application (ORCA) as stated in the solicitation. The solicitation will be posted electronically only and will be posted to the FedBizOpps website at http://www.fbo.gov on or about January 21, 2011 and closing on Febuary 22, 2011.
