Description

Contract Line Item Listing The proposed contract action is for products and services for which the Government intends to solicit and negotiate with only one source, SumTotal Systems, Inc., under the authority of the test program for commercial items, Section 4202 of the Clinger Cohen Act of 1996 IAW FAR 13.501(a)(1)(ii). The specific requirement is to renew software maintenance services for the Aspen Learning Management System (LMS). The LMS System is a mission-essential training management and tracking tool. Maintenance of LMS allows NORAD/NORTHCOM to obtain immediate and direct assistance from SumTotal Systems, including software upgrades. This notice of intent is not a request for quotes. However, all quotes received by 28 January 2011, 4:00 pm MST, will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Sole Source is based upon SumTotal being the sole developer, sales and technical support source for the SumTotal Aspen LMS Product Suite.
