- DESCRIPTION: This is a Sources Sought Notice for market research purposes only for the Decontamination Analytical and Technical Services (DATS) Contract. The United States Environmental Protection Agency is currently seeking sources for a potential requirement for analytical, technical, and information management support for EPA?s National Decontamination Team (NDT) located within the Office of Solid Waste and Emergency Response (OSWER)/ Office of Emergency Management (OEM). This is not a solicitation announcement. No contract will be awarded from this notice. No reimbursement will be made for any cost associated with providing information in response to this notice. The proposed requirement mentioned herein is being considered for Small Business; Small Disadvantaged Business; Veteran-Owned Business; Hub-zone certified; potential joint venture partners; or teaming partners. The government will use responses to this sources sought notice to make appropriate acquisition decisions. The Superfund/RCRA regional Procurement Operations Division, Office of Acquisition Management is currently seeking small businesses that can perform all of the Performance Work Statement (PWS) requirements. The contractor shall be prepared to provide scientific/technical support for EPA activities in furtherance of the agencies primary mission, the protection of human health and the environment. The contractor shall fulfill these responsibilities near the Cincinnati, Ohio and Erlanger, KY facilities, as well as site specific work and possible international support. The Draft PWS falls under the North American Industry Classification System (NAICS) code 562910, Environmental Remediation Services with a small business size standard of 500 employees. Interested firms must demonstrate in their qualifications statement that they are qualified to perform all of the Draft PWS tasks under this NAICS code. The Draft PWS and associated Government Performance Specifications are posted at www.epa.gov/oarmsrpod/ersc/IRLS/index.htm. The resultant contract is anticipated to be Fixed Rate Indefinite Delivery Indefinite Quantity with a twenty-four (24) month base period and the possibility of three twelve (12) month award terms. The contractor will be reimbursed for other direct costs incurred during the period of performance of the contract. Work will be ordered through the issuance of task orders. The contractor shall provide all personnel, materials and equipment necessary to perform the PWS. Interested Small Businesses; Small Disadvantaged Business, 8(a); Women Owned Businesses; Service Disabled Veteran-Owned Small Businesses; Veteran-Owned Small Businesses; Hub-zone certified; potential joint venture partners; or teaming partners should provide the EPA with appropriate documentation (i.e., a detailed capability statement and relevant past performance history documenting its abilit y to perform similar PWS requirements). Standard company brochures are not desired. CAPABILITY STATEMENTS: Interested parties who believe they have the capability to provide the required services as defined in the Decontamination Analytical and Technical Services Draft PWS are invited to submit two (2) copies of their Qualification Statement Not To Exceed five (5) double sided pages or ten (10) single-sided pages.. Responses should also include the following information: company name, address, point of contact, phone number and email address; Small Business or Small Disadvantaged Business status; 8 (a); Women Owned Business; Hub-zone certified status; potential joint venture partners or teaming partners, and a list of three (3) references and experience in conducting similar projects for the past 3 years. This Sources Sought notice neither constitutes a Request for Quote, nor does it restrict the government to an ultimate acquisition approach. This Sources Sought notice should not be construed as a commitment by the government for any purpose.
