- This Request for Information (RFI) is being posted on GSA eBuy and via FedBizOpps, under the Franchise Authority of the Department of the Interior, National Business Center, Acquisition Services Directorate (AQD) on behalf of the Department of Commerce, National Oceanic and Atmospheric Administration (NOAA). AQD is conducting market research to locate potential sources, for an 8-inch rain gauge (non-recording) and a snow cutter adapter (consisting of gauge, stand, and measuring stick). The 8-Inch Rain Gauge measures precipitation collected over an area 8-inches in diameter and about 5 feet high prior to field implacement. The rainfall is funneled into a measuring tube having a diameter such that 1-inch of actual rainfall fills the measuring tube to a height of 10 inches. The rain gauge is made of corrosion resistant steel, anodized aluminum, and a durable polycarbonate plastic. The special measuring stick is calibrated so that attending personnel may record the actual rainfall directly from the scale reading. An additional capability for measuring the water equivalence of fallen snow is provided by attaching the Snow Cutter Adapter and handle to the overflow container (funnel cap and measuring tube removed) which is made of corrosion resistant steel. This Snow Cutter Adapter permits taking an 8-inch diameter frozen core sample that is subsequently melted for measurement of equivalent rainfall. This RFI is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government. The purpose of this RFI is to identify potential sources that are interested in and capable of providing the equipment described herein. The North American Industry Classification System Code (NAICS) for this requirement would be 334519, Weather tracking equipment manufacturing. The capabilities and technical characteristics presented herein shall be considered as guidance only and for determining potential sources and acquisition methodology. Interested parties are invited to indicate their interests and capabilities by providing any information pertaining to experience on previous projects, and any other specific and pertinent information, as it pertains to this requirement, that would enhance the Governments consideration and determination regarding this acquisition. Based on the results of this RFI, the Government will make a determination regarding the acquisition methodology for this procurement. RFI - Submission Requirements The Government does not intend to make an award on the basis of responses nor otherwise pay for the preparation of any information submitted in response to this RFI. Acknowledgment of receipt of responses will not be made. Respondents may be notified of the Government's acquisition method via an amendment to this notice or a new notice. Based on the review of the responses to this RFI, the Government reserves the right to conduct a competition either via GSA Federal Supply Schedules, full and open or any other strategy deemed appropriate and in the best interest of the Government. Interested organizations should submit a capability statement of approximately 5 pages (10 MB) that detail their firm's ability to provide solutions based the information specified above. All proprietary information should be marked as such. Responses will be reviewed by Government personnel and will be held in a confidential manner.
