- Solicitation Document This synopsis is for solicitation number HHM402-11-R-0041, Audio Video (AV) Forensics Lab. Full and Open competition will be utilized for this procurement. A Firm Fixed Price/Level of Effort (FFP/LOE) type contract award is anticipated resulting from this solicitation and will be based on "Best Value" (FAR part 15.101) source selection process. The period of performance is a base period plus 4 option years. The Offeror's proposal, at a minimum shall consist of technical and management, past performance, small business subcontracting plan, security and price proposals. See enclosed solicitation for detailed instructions. The Statement of Work (SOW) for this effort is CLASSIFIED at SECRET. Offeror(s) that wish to review and pickup the documentation must coordinate with the Contract Specialist at least one business days in advance of their visit. The reviewer/courier must have a minimum security clearance of a permanent SECRET and must provide the required information specified by the CS (including birth date, place of birth, agency holding the clearance) to allow Security approval for visitation. The reviewer/courier is responsible for providing their courier bag. Please coordinate with Ms. Cynthia Tran, CS via email at cynthia.tran@dia.mil. All questions/inquiries concerning this RFP shall be submitted via email no later than NOON (EST) on 07 February 2011 to cynthia.tran@dia.mil. The RFP is due NOON (EST) on 28 February 2011. The Government's response to inquiries will be made in writing and may be part of an Amendment to the RFP. In addition, any resulting additions, deletions or changes to the RFP will be made by issuance of a formal amendment. Offeror(s) are instructed specifically to contact only the CS with any aspect of this RFP prior to contract award. Executive Summary: The Contractor shall design and operate an Audio Video (AV) Forensics Lab, which will produce technical and content analysis of AV materials provided by the Government. The lab will employ state of the art technologies and expertise in the areas of film making and production, signal processing, AV forensics, applied software engineering and report writing and dissemination. The Contractor shall be responsible for designing, implementing and managing workflow and exploitation process in order to meet the Government's requirements and priorities. AV content will vary in quality, encoding and content, including multi language, objectionable and non-public materials. Due to the rapid changes in technology, the Contract shall iteratively improve the exploitation process as directed by the Government. The solicitation is for labor only and minimal Other Direct Costs (ODCs). The Government will furnish the required equipment, based on designs and collaboration with the Contractor.
