Description
The Program Executive Office for Simulation, Training, & Instrumentation (PEO STRI), Orlando, FL. has an URGENT requirement for a storage facility capable of accommodating 1,066 Wireless Independent Target System (WITS) kits in a secure and accessible location within the San Diego region. These military training devices are currently located at C&M Relocation Systems at 663 Greenfield Drive, El Cajon, CA 92021 so transportation to the storage location would need to be provided by any party interested in submitting a bid. The transportation and storage of these devices must adhere to the following guidelines: 1)The 1,066 WITS kits are military devices so there is no special temperature, humidity, fire hazard, or hazardous materials restrictions. 2)Of the 1,066 WITS kits, 986 and spares are waiting to be shipped out to Germany and 80 and spares are waiting to be shipped out to Korea. 3)There are 2 WITS kits in one transit case and 6 transit cases (or 12 WITS kits) per pallet. Each loaded transit case weighs about 65 lbs. (and the pallets under no circumstance shall be stacked on top of each other during transportation or while in storage). The transit case dimension is 38.5W x 13.1 H x 24.5 D (in inches). The pallet size is 4.5"high 48" x 36" and each pallet weight is 390 lbs. The total numbers of pallets for the entire effort is 96 including 7 pallets for the 80 kits for Korea, 83 pallets for the 986 kits for Germany, 3 pallets for spares for Korea, and 3 pallets for spares for Germany. 4)The 986 kits and spares for Germany might stay up to 15 months while waiting for Frequency Approval from Germany. The 80 kits and spares for Korea awaiting Frequency Approval from Korea are expected to be shipped out sooner. However, there is no indication at this date how soon the Korea kits and spares will be shipped. 5)The Government shall have 24/7 access to these 1,066 kits. 6)The offer must show shipping as destination and the items are to be moved from their current location no later than 31 Jan. 2011. 7)The Contractor shall provide valid proof of their storage facility liability insurance. The contract will be firm-fixed price awarded on an ALL or NONE basis and will be awarded no later than 28 Jan. 2011. This procurement is classified as a commercial service and is in accordance with FAR Part 13, Simplified Acquisition Procedures. This award is set-aside 100% for small business (NAICS Code - 531130 Sample Size $18.5 million). ONLY CONTRACTORS IN THE SAN DIEGO AREA SHOULD RESPOND Period of Performance is (12) twelve months with the option of a (3) month extension. Quoted prices should be broken down in "Total" cost including all fees associated with each individual contract line item number: CLIN 0001 - Storage space consisting of a period of performance beginning 31 Jan 2011 and ending 30 Jan 2012. CLIN 0002 - Storage space for an additional three month option consisting of a period of performance beginning 31 Jan 2012 and ending 30 April 2012. CLIN 0003 - Transportation cost associated with relocating the kits from their current location in El Cajon, CA to the storage facility. Interested sources shall provide written notice including their price and a telephone number for a Point of Contact (POC), to the contract specialist listed below within 2 calendar days from the date of this solicitation. All questions concerning this solicitation shall be in the form of writing and submitted to Mr. Christopher Camp Contract Specialist PEO STRI at christopher.j.camp@us.army.mil. Closing date for receipt of all quotes is 12:00 p.m. EST, 28 Jan. 2011.
