Description
All additional Questions MUST be submitted, in writing, no later than 27 JAN 2011 or the Government may not be able to provide an answer prior to the closing due date and time. Questions and Answers (cont.) submitted from 21 JAN 2011 through 26 JAN 2011 (Offeror questions are posted EXACTLY as written unless the brackets: [] are used to clarify or protect identifiable information): Question 9) [Of] the changes from Jan 20th, Revision 1 of the Pre-Solicitation Notice, item c: Security Requirements, it says that the prime contractor shall be a US Firm. Does that mean for the complete project or just for security parts? We are a German General Contractor and would like to participate on this construction project. Is this possible?? Answer 9) The prime contractor MUST be a US Owned Firm for the construction contract. Question 10) Please confirm that the Prime Contractor can be a Joint Venture or Consortium of two US firms, in which only one firm has Secret Facilities Clearance. Answer 10) A Joint Venture is one entity so both firms are treated as the Prime, meaning both need the Secret FCL. Quesiton 11) Since the CIC Project will be performed outside the US, please confirm that a direct subcontractor to the Prime Contractor can act as the provider of the Secret Facilities Clearance to the Prime Contractor's key personnel having Secret Clearance. Answer 11) No, the subcontractor cannot be the provider of the "secret" facilities clearance. The Prime must be the holder of this clearance. Question 12) The answers to questions and the extension of submission date of the CIC pre-qualification have been published only a few minutes before the due submission time (20 January 2011, 15:00 CET). Since at that time we have already submitted our pre-qualification response, and since there were significant changes to the pre-qualification, please advise how we should consider the submitted material. Answer 12) An additional time extension of 2 weeks was provided with the answers to those questions at the time of posting (20 JAN 2011); an adequate amount of time has been provided for contractors to submit revised submissions. Contractor information that has already been submitted will stand unchanged unless the contractor re-submits revised information OR advises the Government that is wishes to revoke it's earlier submission. Question 13) Please grant an extension of two weeks to the pre-qualification submission date, i.e. 18 February 2011. Answer 13) No, and as answered in #12. PLEASE NOTE: No further extensions are available for this pre-solicitation notice or the due date for submission of prequalification information, and will not be granted if requested.
