Description
Synopsis Afghanistan engineering District - South (AES) Firm Fixed Price Contract for Design and Construction of Combat Logistic Battalion (CLB), Transient, and Forward Support Depot (FSD) Kandak facilities for the Afghanistan National Army (ANA) at Camp Shorab, Helmand Province, Afghanistan W5J9LE-11-R-0029 26 January 2011 The project consists of the design and construction of Combat Logistic Battalion (CLB), Transient, and Forward Support Depot (FSD) Kandak facilities for the Afghanistan National Army (ANA) at Camp Shorab, Helmand Province, Afghanistan, composed of three separate functioning areas and all required facilities as applicable to include utilities infrastructure. The project is defined as the design, materials, labor, and equipment to construct buildings, parking, utilities, and other infrastructure for a design end population of approximately 1,450 ANA personnel (1,300 for CLB and Transient Kandaks, and 150 personnel for FSD Kandak). Final design drawings of some facilities, site work, and related design shall be accomplished by the Contractor. The intent is to provide permanent basing standards using the most cost-efficient and expeditious construction methods. The Contractor shall provide for this contract the design, materials, labor, and equipment to construct buildings, roads, utilities and other infrastructure for the CLB, Transient, and FSD Kandak facilities to include, but not exclusive of: all facilities to be constructed with applicable drawings; electrical distribution system; communication system backbone (conduits); water distribution system; and wastewater collection system (including lift stations and holding tank); road network, convoy assembly area, and parking inside the compound; and perimeter wall (partially encircling the compound) and guard towers. On some facilities the Contractor will have the option to construct a K-Span structure or reinforced concrete with CMU infill. Disclaimer: The term K-Span refers to a proprietary arch span type structural system. Wherever the term K-Span is used it refers to K-Span type system or equivalent. The work within this contract shall be designed and constructed in accordance with the current International Building Code (IBC), Life Safety Codes (NFPA-101), force protection and security standards. Award of a contract will be made to the responsible offeror who submits the lowest priced, technically acceptable proposal that is both realistically and reasonably priced for the work to be performed. Offers will be evaluated in accordance with the evaluation criteria stipulated in the solicitation. An offeror may not receive award, even if it has the lowest-priced, technically acceptable proposal, if its price proposal fails to demonstrate that it understands the scope of work required by the solicitation. The applicable NAICS code is 236220 ($33.5M small business size standard). The resulting contract shall be for 365 days. The magnitude of this project is between $25M and $100M.
