Description
The purpose of this notice is to comply with the synopses and presolicitation notice requirements of FAR 5.2 - Synopses of Proposed Contract Actions. Any solicitation resulting from this notice will be handled in accordance with FAR 5.102(d); therefore, availability of any resulting solicitation package will be limited to this electronic medium. Accordingly, interested vendors, especially small business, are encouraged to register themselves as an interested vendor. Subject to availability of funds, the United States Agency for International Development Mission to Mongolia (USAID/Mongolia) intends to issue a request for proposals (RFP) in order to select a contractor to implement the Business Plus Initiative (BPI) project. BPI is a five-year project designed to support an enhanced role for the private sector in Mongolia's economic growth by complementing and supporting the Government of Mongolia's strategy to advance the following objectives. The contractor will have ultimate responsibility for managing the contract, for achieving the performance results in the activity areas, and for determining the appropriate staffing pattern in support of its technical approach. The contractor must assemble a team with the required knowledge and experience in the components mentioned below. The team should be a combination of expatriates with strong international experience, preferably in Mongolia and the region, and strong long-term local professional staff, supplemented by local and/or international short-term consultants. The BPI project will consist of four main interrelated tasks that will require experienced advisors throughout the life of the project: - Implementation of Business Enabling Policies; - Private Sector Investment Support; - Financial Sector Deepening Support; - Public Outreach and Performance Monitoring and Evaluation.
