Description
Justification for Other than Full and Open Competition Intent to Issue a Sole Source Award The U.S. Office of Personnel Management (OPM), Facilities, Security & Contracting (FSC), Contracting Group, has a requirement for MVS Solutions Thruput Managers Automated Edition. OPM intends to issue a non-competitive award that will result in a contract to MVS Solutions (MVS), Inc., located at 8300 Woodbine Avenue, 4th Floor, Markham, ON Canada for a period of one year. MVS is the only known vendor authorized to provide this support. New versions of MVS Solutions software products, patches and upgrades are only available from MVS Solutions. Without the renewal of the software products contained within the MVS Solutions software account, the DC's information technology staff will not have access to technical support from MVS Solutions SAS in the event of system failure or the necessity for troubleshooting. Licensed maintenance support will not be available including the right to access the MVS Solutions web sites to gain access to new versions of the products or program patches and upgrades. This requirement is conducted in accordance with Federal Acquisition Regulation (FAR) Part 12 - Commercial Items. The authority for this award is FAR 13.106-1(b), soliciting from a single source; purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, all responsible parties interested in this procurement must submit a capability statement within three (3) calendar days from the date of this notice. Submissions after that date will not be considered. No solicitation will be issued, therefore, any requests for the solicitation will not be considered. Interested parties wishing to submit their questions, interest, and capabilities must do so in writing via email. Oral and facsimile requests for information will not be considered. Verification of receipt of electronic transmission is the sole responsibility of the contractor. A determination not to compete this action based upon responses received is at the sole discretion of the Government. Central Contractor Registration (CCR) is required prior to execution of award. A detailed capability statement must be submitted to Sheron.Spann@opm.gov.
