Description
Justification for Other Than Full and Open Competition Intent to Sole Source The U.S. Office of Personnel Management (OPM), Facilities, Security & Contracting (FSC), Contracting Group, has a requirement for software support for the Vanguard suite of IBM Resource Access Control Facility (RACF) security tools which consists of features called Administrator, Analyzer, and Advisor. OPM intends to issue a non-competitive award that will result in a contract to Vanguard Integrity Professionals, located at 6625 S. Eastern Avenue, Suite 100, Las Vegas, NV 89119-3929 for a period of one year. This non-competitive award is required because no other vendor is authorized or able to provide this support. The Vanguard analysis tools are the proprietary property of Vanguard and its inner workings are known only to Vanguard. Without the renewal of the software maintenance, OPM's Chief Information Officer's (CIO) information technology staff will not have access to technical support from Vanguard in the event of a software failure or the necessity for troubleshooting. This requirement is conducted in accordance with Federal Acquisition Regulation (FAR) Part 12 - Commercial Items. The authority for this award is FAR 13.106-1(b), soliciting from a single source; P urchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, all responsible parties interested in this procurement must submit a capability statement within three (3) calendar days from the date of this notice. Submissions after that date will not be considered. No solicitation will be issued, therefore, any requests for the solicitation will not be considered. Interested parties wishing to submit their questions, interest, and capabilities must do so in writing via email. Oral and facsimile requests for information will not be considered. Verification of receipt of electronic transmission is the sole responsibility of the contractor. A determination not to compete this action based upon responses received is at the sole discretion of the Government. Central Contractor Registration (CCR) is required prior to execution of award. A detailed capability statement must be submitted to Sheron.Spann@opm.gov.
