- This is a notice of intent for the BIA to sole source an award to Intertribal Timber Council, 1112 NE 21st Ave., Portland, OR 97232 in accordance with authority citations 10 US 2304(c)(1), and Federal Acquisition Regulation Subsection 6.302-1(a)(1). Intertribal Timber Council is considered the only responsible source, and no other supplies or services will satisfy agency requirements. The required products/services are as follows: 1) Conduct the annual national Indian timber symposium for the purpose of exchanging information on all forestry program aspects and discussing forestry issues with timber tribes, the BIA, industry representatives and others. 2) Conduct quarterly and/or periodic meetings with the BIA forestry officials. Agendas will be coordinated with the Chief Forester, Division of Forestry and Wildlife Management (DFWFM) or his designee. 3) Coordinate and conduct conferences for the benefit of Indian tribes concerned with the management of their forest resources. 4) Coordinate and administer all or a portion of the Indian Forester Intern Program from initial solicitation for interns, through completion of training in the program. Such involvement will be negotiated annually with the BIA on a situation by situation basis. 5) Organize, develop and display a joint BIA/ITC exhibit at the annual national convention of the Society of American Foresters (SAF), the American Indian Science and Engineering Society Conferences (AISES), and the National Association of State Foresters (NASF). 6) Investigate and address forestry issues and economic development opportunities including, but not limited to, protection, total resource management, cultural values, forest products market/business development initiatives and education. 7) Disseminate information on forestry related matters/issues to timber tribes through a newsletter and other means. 8) Conduct an independent assessment of Indian forest lands and management programs in accordance with 25 USC 3111. Liaison between IFMAT, tribes and ITC general membership. 9) Monitor and participate in National Wildland Fire forums. These forums include but are not limited to the Wildland Fire Leadership Councul, Federal Fire Policy Council, Wildland Fire Executive Council, and other related meetings and activities.
