Description
THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED TOTAL HUBZONE, OR SERVICE DISABLED VETERAN-OWNED SMALL BUSINESSES TO SET THIS PROJECT ASIDE. (Details Below). Prime Contractors who are HUBZone small businesses, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation MUST submit the following by e-mail to CFLContracts@fhwa.dot.gov or by telefax to 720-963-3360 (Attn: Craig Holsopple) for receipt by close of business (3 p.m. local Denver time) on February 3, 2011: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR CCR PROFILE; (3) letter from bonding agent stating your firm's capability to bond for a single project of $20.0 million, and your firm's aggregate bonding capacity; and (4) Provide a list of similar value road construction projects involving construction (as the prime contractor) of retaining walls using roadway excavation, pulverizing, subexcavation, aggregate base, crack sealing, superpave asphalt concrete pavement, and stone curb. State whether your firm was the prime contract or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a amall business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121-103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. All firms should be certified in the Online Representations and Certification Application (ORCA) located at https://orca.bpn.gov/ A Qualified HUBZone SBC receiving a HUBZone contract for general construction must spend at least 50% of the cost of the contract incurred for personnel on its own employees or employees of other qualified HUBZone SBCs. This requirement may be met by expending at least 50% of the cost of the contract incurred for personnel on its employees or it may subcontract at least 35% of the cost of the contract performance incurred for personnel to one or more qualified HUBZone SBCs. A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs. PROJECT DETAILS: This project will consist of the following: •· HI PRA HAVO 10(1) - Crater Rim Drive, in Hawaii Volcanoes National Park, Hawaii. Pulverizing and hot asphaltic concrete pavement on 2.8 miles of roadway. •· HI PRA HAVO 10(3) - Mauna Loa Road, in Hawaii Volcanoes National Park, Hawaii. Pulverizing and hot asphaltic concrete pavement on 2.4 miles of roadway. •· HI PRA/NPS HAVO PRES 1(11), in Hawaii Volcanoes National Park, Hawaii. Apply chip seal on 35.1 miles of roadway and slurry seal on 22,000 SY of parking lots. •· A HI PRA/NPS PRES 1(11), in Kaloko-Honokohau National Historic Park, Hawaii. Apply slurry seal on 6,000 SY of parking lots. •· HI PRA/NPS PRES 1(11), in Pu'ukohola Heiau National Historic Park, Hawaii. Apply chip seal on 0.5 miles of roadway and slurry seal on 6,000 SY of parking lots. •· HI PRA/NPS PRES 1(11), in Pu' uhonau o Honaunau National Historic Park, Hawaii. Apply crack seal in the parking lot. •· HI PRA/NPS HALE PRES 1(11), in Haleakala National Park, Island of Maui, Hawaii. Apply chip seal on 4.8 miles of roadway. •· A HI PRA/NPS PRES 1(11), in World War II Valor in the Pacific National Monument, Island of Oahu, Hawaii. Apply slurry seal on 8,000 SY of parking lots. This project consists of two contract schedule and 3 options. Schedule A - Hawaii Volcanoes National Park, Crater Rim Drive, significant items include : 4,000 CY of roadway excavation; 1,400 CY of subexcavation, 8,000 tons of aggregate base, grading D; 48,000 SY of pulverizing, 6" depth; 11,000 tons of superpave asphalt concrete pavement; 100 tons of antistrip additive; 82 tons of Prime coat; 25 tons of tack coat; 880 feet of stone curb; 1,200 feet of resetting stone curb; and 46,000 feet of pavement markings. Schedule B - Hawaii Volcanoes National Park, Mauna Loa Road, include Schedule A above and the following significant items : 1,600 tons of roadway aggregate; 27,000 SY of pulverizing, 4" depth; 3,000 tons of superpave asphalt concrete pavement; 29 tons of antistrip additive; 37 tons of Prime coat; and 18,000 feet of pavement markings. Option X, include applying pavement preservation treatments to the following: 3 miles of Crater Rim Drive, 20 miles of Chain of Craters Road, 2 miles of Mauna Loa Road, Thurston Lava Tube Parking Lot, and Kilauea Iki Parking Lot in Hawaii Volcanoes National Park; Maintenance Area Parking Lot, Mauka Parking Lot, and the Main Parking Lot in World War II Valor in the Pacific National Monument; the Visitor's Center Parking Lot in Pu' uhonau o Honaunau National Historic Park; the Park Headquarters Entrance Road, New Spencer Beach Park Road, Park Headquarters Parking Lot, the Visitor's Center Parking Lot, and the Maintenance Facility Access Road in Pu'ukohola Heiau National Historic Park. Significant items include: 400,000 SY of chip seal; 35,000 SY of slurry seal; 1,100 tons of fog seal; 25,000 feet of crack sealing; and 130,000 feet of pavement markings. Option Y include applying pavement preservation treatments to the following: Hilina Pali Road, Kilauea Overlook Road, Kulanaokuaiki Campground Access Road, North Residence Road, South Residence Road, South Residence Loop, Field Research Center Road, Devastation Trail Parking, Puu Puai Parking, Kilauea Maintenance Yard Parking Areas, and Puu Puai Overlook Road in Hawaii Volcanoes National Park; the Visitor's Center Entrance Road and Visitor's Center Parking lot in Kaloko-Honokohau National Historic Park. Significant items include: 30,000 SY of chip seal; 220 tons of fog seal; 30,000 SY of slurry seal; 5,000 feet of crack sealing; and 5,000 feet of pavement markings. Option Z including applying pavement preservation treatments to the following roads in Haleakala National Park: 4 miles of the Haleakala Highway, from the Park boundary by the fee station (MP 10.3) to MP 11.1 and MP 14.9 to MP 18; 0.5 miles of the Hosmer Grove Spur Road; and 0.20 miles of the Kalahaku Overlook Road. Significant items include: 60,000 SY of chip seal; 40 tons of fog seal; 5,000 feet of crack sealing; and 22,000 feet of pavement marking It is anticipated that this project will be advertised in mid March, 2011 with construction beginning in May, 2011 and extending through May, 2012. Estimated cost for the base schedule and all options is $10.0 to $20.0 million.
