- The Regional Contracting Center - Americas, 410th Contracting Support Brigade (CSB) intends to award a Firm Fixed Price contract for construction of Dormitory and other infrastructures for Manuel A. Nieto Q hospital in Yaviza-Pinogana District, Darien Province, Panama. The contractor shall furnish all material, labor, equipment, and transpiration required to construct storage facility, water storage tank, dormitories, and incinerator. The project includes, site works, reinforced concrete structure, masonry, plaster, painting, roofing, plumbing, and electrical. The work within this contract shall comply with all applicable construction country codes. Place of Performance: Project location is in Darien Province of Panamas eastern coast which is Panama's largest province. Coordinates for this location are N08o09'05.1" and W77o41'29.7" and shares border with Colombia. Yaviza- Pinogana District, Darien Province, is located in a remote area, but is accessible by land, air, and sea. Due to the close proximity of this project to the border with Colombia and the location being a high risk area, recommend that all interested sources, both local and U.S. check the U.S. State Department travel advisory website for any travel advisory information for that location. Contract Information: The award will be based on Lowest Priced, Technically Acceptable Offer (LPTA) best value acquisition which will be cited in the solicitation. The period of performance of this contract is based on 120 calendar days from the date of the award. The resulting contract type shall be firm fixed price. The estimated construction cost for this project is between $100,000.00 and $250,000.00 dollars. Obtaining the solicitation: The solicitation will be issued unrestricted to allow U.S. and non U.S. firms to participate. The solicitation, including drawings and specifications, will be available for download from FedBizOpps - website: http://www.fbo.gov. The solicitation, and the associated documents for this project, will not be issued on CD unless there are technical difficulties that cannot be promptly corrected on the FedBizOpps website. All notifications of changes to this solicitation shall be made through the Internet only. It is the contractor's responsibility to check for any posted changes to the solicitation. The solicitation and any future amendments to the solicitation will be available for download via the FedBizOpps website on or about 14 Feb 2011. CCR/FBO Registration: Potential offerors MUST register at http://www.fedbizopps.gov in order to receive notification and/or changes to this solicitation. All contractors MUST be registered in the Central Contractor Registration database or their proposal will not be considered. Contractors can obtain further information on the Central Contractor Registration (CCR) at web site http://www.ccr.gov. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. Complating Awardee: Since the contemplating contract is to be awarded by the contracting activity located in Fort Sam Houston, Texas and to be performed in Panama, the offerors must meet the following two requirements for OCONUS: (1) DFARS 252.225-7042, "Authorization to Perform" - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed, and (2) FAR 52.236-7, "Permits and Responsibilities" - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work.
