Description
The National Park Service ("Service") issued Prospectus CC-GRTE003-11 on February 9, 2010. On September 10, 2010 the Service issued a Modification/Amendment to the Prospectus providing another opportunity for interested parties to submit questions with a deadline of October 1, 2010. This notice serves as the Service's response to current questions received with respect to the September Modification. 1. Has the Service formally changed the Solicitation Number to CC-GRTE003-12? Response: No, the Prospectus is still CC-GRTE003-11, and the Service still intends to award the new Contract prior the end of the calendar year. 2. If so, is the Service's expectation that all proposal offer documents in response to the Solicitation bear the new Solicitation Number or will the original Solicitation Number be acceptable to the Service? Response: The reference to "CC-GRTE003-12" in the Service's response letter dated September 3, 2010 was made in error. The Service will accept proposals listing either CC-GRTE003-11 or CC-GRTE003-12. 3. Will the Service please provide-in advance of the date for submittal of offers-the complete Facilities Condition Assessment, inclusive of projected/estimated costs, which was used to develop the Schedule of Estimated Deferred Maintenance dated August 31, 2010 and released on September 30, 2010 through Errata #2? Response: The Service will not be providing the complete Facilities Condition Assessment. The Service expects the concessioner to develop its own cost estimates as a demonstration of its experience in dealing with facility repair and maintenance. 4. Will the Service please provide an up-to-date and complete Schedule of Estimated Deferred Maintenance Projects that identifies the completion date for each project as referenced in the Service's April 20, 2010 response to the applicable completion date required by the Service? Response: The Service will not be providing a schedule for project completion. The Service expects that the critical safety items will be cured immediately, and all remaining items will be cured within the first five years of the Contract term. It is anticipated that no additional deferred maintenance will be incurred throughout the term of the Contract. The park will prioritize the specific projects once the Contract is awarded. 5. As the Service and their consultants were fully aware of the more significant items detailed above, why did the Service not identify these items and the estimated cost to address each of these items? Response: The Service will not discuss the decision-making process for prospectus development. 6. The submitter provided the following list:oJackson Lake Barn, (Structural Integrity from the Service's 2008 Assessment (FMSS 88917)oAsbestos Abatement in Lodging Units (only one lodging unit is listed on the Service's Schedule)oGuest Cabin Foundations oWater Line Replacement in BuildingsoSewer Lines (slip-lined) oAsphalt (multiple areas at Signal, Leeks Marina and Lizard Creek Campground) oFire Protection (sprinkler systems for certain buildings, building modification to meet code requirements, and other related fire protection systems.The costs to address the seven items detailed above will be very significant. What will be the funding source for the seven significant items detailed above: Maintenance Reserve, Concessioner Capital Expenditures, or Routine Repair & Maintenance? Response: The terms of the new Contract describe all funds sources necessary to meet the requirements of the Contract. 7. Has the Service taken the costs of these items into account in establishing the minimum franchise fee for the new contract and in considering the overall projected return to the concessioner under the new contract? Response: Yes, all expected concessioner expenditures under this Contract were taken into account when developing the franchise fee, and the projected return to the concessioner.
