- The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for a construction project for Bulkhead Repairs, Block Island Harbor of Refuge, Rhode Island to determine interest, availability and capability of HUBZone, Service-Disabled Veteran-Owned, and Small Business concerns. Work will begin in September 2011 and will extend over a 6 month period. The estimated construction cost is between $1,000,000 and $5,000,000. The work of this project consists of repairing an existing steel sheet pile bulkhead and timber wharf at the Block Island HOR (locally known as "Old Harbor"), Rhode Island. The existing T and are both approximately 250 in lengths. The existing steel bulkhead is to be abandoned in place and a new steel sheet pile bulkhead is to be installed behind it. The stone revetment fronting the existing bulkhead will also be repaired, requiring new stone to supplement the material already existing in the revetment. Also, the deck and framing of the existing timber wharf in front of the bulkhead will be removed and replaced. Existing timber piles are in good condition and will be reused. Due to the proximity of adjacent buildings, it is anticipated that much of the work will be performed from floating platform or jack barge. However, land equipment will be required for excavation and movement of materials. It should also be noted that space for staging of equipment and materials on site is extremely limited. Transport of materials and equipment to the island via the Block Island Ferry is limited and therefore the contractor may need to make other arrangements to bring materials and equipment to the project site. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as demonstrating qualifications and at least 5 years of experience in performing the work requirements stated above. Please include at least two specific examples of the firms experience with steel sheet pile bulkhead construction as well as timber wharf construction. Proof of bonding capability is required. Responses are limited to twenty pages. Responses are due February 18, 2011. Interested firms shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. This is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
