Description
RFQ SOW This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The office of NOAA National Marine Fisheries Service (NMFS), Hammond Facility located in Hammond, OR has a requirement for a commercial fishing vessel to conduct 5, 2-days mid-water/near surface trawl surveys off central Oregon, Northern Oregon, and Southern Washington in May, June, July, August, and September 2011(5 months) for 2 days/month. There will be 2 days provided for staging gear as well, one day prior to start of the survey season and one at the end of the season. Sampling consists of trawling and conducting oceanographic measurements (CTD casts, zooplankton sampling, etc.) at stations located along one transect off of Willapa Bay, WA. The Willapa Bay transect will be sampled twice monthly using slightly different trawl/sampling orientation each time. Sampling will all be conducted during both day and night. Approximately 4-6 stations are sampled on each transect, depending on weather and daylight conditions. All transects sampled begin approximately 5 NM from shore and out to a maximum of 30 NM. All trawling and oceanographic equipment will be provided by NOAA Fisheries. Total number of sampling days: 10 days and 2 days/year staging days. The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately from date of award through Feb 28, 2012 with no option periods. The NAICS code for this procurement is 487210 with a corresponding size standard of $7.0M.
