Description
1. Background: The Missile Defense Agency (MDA) is responsible for developing an integrated Ballistic Missile Defense System (BMDS), integrating land, sea, air, and space-based assets to defend the United States, friends and allies, and deployed forces from ballistic missile attack. 2. Synopsis: The Missile Defense Agency is interested in obtaining information on new concepts to support the potential development of an airborne advanced sensor to improve acquisition, tracking, and discrimination in large raid scenarios. This concept notionally consists of a pod configuration that is mountable on multiple unmanned airborne platforms. The MDA is interested in obtaining information on concepts, subsystems, and components that might comprise an advanced sensor to support a potential 2-3 year development program that culminates in a rigorous test campaign to support a production decision in late FY16. 3. Detailed Description: Please reference classified addendum 4. Place of performance: N/A 5. Government Furnished Information (GFI)/Government Furnished Equipment (GFE): GFI/GFE is not applicable. 6. Responses: Responses are limited to 20 pages excluding the cover page. Responses in excess of 20 pages may not be reviewed. Any response format is acceptable and both paper and electronic copies are requested. We expect the responses to be Unclassified or Secret. For Secret responses, please contact the contracting officer prior to submitting your response and submit via DoD 5220.22-M (NISPOM), Section 5-401. The cover page should contain: company name and address, primary and one alternate point of contact, telephone and email address, cage code, NAICS code, and small business category (if applicable). For all email correspondence, please use the following subject line: HQ0147-11-R-ABIR Advanced Sensor Airborne Capability. MDA will not acknowledge receipt of unclassified responses to this RFI. If a receipt is desired, potential sources should submit statements via email and select "read receipt request" from electronic mail options. Responses should be classified no higher than collateral Secret and should identify areas that are subject to data limits or restrictions. 7. Markings: Potential sources are responsible for adequately marking proprietary information contained in their response. Any proprietary information must be marked as such on a page-by-page basis. The Government intends to use third party, non-Government (contractor) support personnel as subject matter experts in the review of responses received, including the review of any marked or unmarked proprietary information provided. Appropriate non-disclosure agreements have been executed between the contractor personnel and the Government and are on file with the Government. A submission of a response to this RFI constitutes the respondent's acknowledgment and agreement that the information provided in the response, including any marked or unmarked proprietary or source selection information, may be disclosed to these third party, non-Government (contractor) support personnel. 8. Compensation: This is a market research announcement for informational planning purposes and does not constitute a Request for Proposal, nor is it to be construed as a commitment by the Government. The Government does not intend to award a contract on the basis of this RFI or to pay for any information, or otherwise reimburse responders for any costs associated with their respective submissions in response to this RFI. Any information will be treated as information only. Respondents will not be notified of the results of any review of this RFI; however, clarification of submissions may be requested by the Contracting Officer. Participation in this effort is strictly voluntary. 9. Submittal: MDA requests responses be received at the below address no later than 17 February 2011. Respondents will be notified if additional clarification is required. NO verbal or phone request will be accepted. In order to receive the classified documentation required for this supplemental information request, a facility clearance of no less than "SECRET" is required. All requests must be submitted in writing on company letterhead and include the following: a. Verification of facility clearance level; (either copy of DSS approval letter and/or company cage code). b. Verification that the company has storage capability to the "SECRET" level. c. Verification that the respondent understands that the data provided may NOT be duplicated and must be destroyed upon completion of RFI activities IAW the DD Form 254. d. Physical Address where classified data should be sent along with responsible points of contact and phone numbers. Identify whether or not classified Fed-X packages may be sent to the physical address provided. Alternatively, identify a classified email address to which the documents may be provided. The deadline to request classified information is 20 January 2010. The deadline for submittal of RFI responses is 17 February 2011. 10. Destruction of Classified Material: Classified documentation that has been requested and received from the MDA in response to this announcement shall be destroyed NLT 17 February 2011 in accordance with the following: Chapter 6, Section 7 of DoD 5200.1-R and 5200.22-M, Chapter 5, Section 7. The Security Classification Guide (SCG) which classifies this RFI information is: Derived from: BMDS SCG, dated 19 October 2010 Declassify on: 19 October 2035 Acceptable destruction methods for classified material: burning, shredding, pulping, melting, mutilation, chemical decomposition, or pulverizing (for example; hammer mills, choppers, and hybridized disintegration equipment). Paper products: Pulpers, pulverizers, or shredders may be used only for the destruction of paper products. Residue shall be inspected during each destruction to ensure that classified information cannot be reconstructed. High wet strength paper, paper Mylar, durable-medium paper substitute, or similar water repellent papers: shredding or burning shall be used to destroy these types of papers. Residue shall be inspected during each destruction to ensure that classified information cannot be recontructed.
