Description
SOURCES SOUGHT SYNOPSIS Ground Minuteman Automated Test System (GMATS) Move This announcement constitutes a Sources Sought Synopsis for non-personal services. The Government is neither negotiating nor calling for offers at this time. No solicitation is being issued at this time; while a formal solicitation may be issued at a later date, this notice does not commit the government to ultimately award a contract. This announcement is an expression of interest only and does not commit the Government to pay for any response or preparation cost. The Government does not intend to make an award on the basis of this sources sought synopsis. Submission of information will be reproduced and submitted to the 516 SMXS/MXDEF program office for review and will be used to develop the acquisition strategy and possibly a Request for Quotation. 1. Purpose. Market Research is being conducted to seek qualified contractors, with the skills, knowledge, and resources required to complete this effort. The following information is provided to identify potential providers with capabilities to provide services in support of 309 Software Support Group/516 SMXS/MXDEF, which requires contractor support to, de-install, move, and re-install equipment and support software associated with one customized S-9160 test station in support of relocating the AN/GSM-315A Ground Minuteman Automated Test System (GMATS), from Hill AFB, UT to Offutt AFB, NE. 2. Information for Interested parties The contractor shall provide all personnel, packing, equipment, supplies, facilities, transportation, loading, tools, materials, supervision, and other items and non-personal services necessary to relocate the test station (quantity of 1), interface test adapters (ITAs - estimated quantity, not to exceed 17), mobile work surface (MWS - quantity of 1) and all support equipment from Hill AFB to Offutt AFB, Nebraska. Some deliverables would include that the contractor shall be required to conduct a pre-inspection and acceptance of all equipment and provide this acceptance to the Government. The contractor shall conduct a Factory Acceptance Test once it is re-installed at Offutt AFB, NE and shall provide the government with the following as a minimum: 1. Equipment and build verification 2. Materials Verification 3. Fit and Finish 4. Power, Grounding, and Fusing verification 5. Hardware configuration 6. Firmware configuration 7. Verification of a Passed Unit Functionality Test The contractor shall provide the government with a successful Calibration Test run using government provided software. That the contractor will provide an inventory of all actual government property, (Software, Test Stands, ITA's, MWS, etc), that will be shipped from HAFB to Offutt AFB, and provide a copy to the Contracting Officer (CO) and the Program Manger, (PM) at both HAFB and Offutt AFB. As a minimum, this inventory will include Part number, nomenclature, serial number, and packing box number. 3. Other Information The North American Industry Classification System (NAICS) code for this acquisition is 541512. Respondents to this announcement should indicate whether they are a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, women-owned small business, or historically black college or university (HBCU) or minority institution (MI) (as defined by the clause at DFARS 252.226-7000). Provide information on at least three contracts for similar work within the past five years. Include complete references, contract titles, dollar values, points of contact and telephone numbers. The Government will evaluate relevant experience information based on (1) information provided by the Offeror, (2) information obtained from the references provided by the respondent, and/or (3) data independently obtained from other Government and commercial sources. Respondents must demonstrate knowledge/expertise in the following areas, but not limited to: 1) De-Install and Installation of complex Test Stations ie. GMATS Test Station, 2) Interface Test Adapters, (ITA's), 3) Mobile Work Surfaces, (MWS), and 4) Packing and Transporting equipment. 5) Knowledge/expertise of software languages, operating systems, network and computer hardware, 6) Systems integration and transition experience is also required. In addition to the statement of capabilities, please provide answers to the following questions: (1) Does your company intend to submit a proposal in response to a possible upcoming solicitation as a prime contractor? (2) How many people does your company employ? (3) Does your company currently have the expertise to cover all the technical areas? If not, define your approach to obtain the skills in them. (4) Is your company's cost accounting system approved by the DCAA or DCMA? (5) Are there any other factors concerning your company's ability to perform the upcoming effort that the Air Force should consider? (6) What is your company's Certified Contractor Access List (CCAL) number? Timeline for the RFQ is in process but is not completed for this effort and there is no availability date for a draft RFQ.
