- The Federal Aviation Administration's Air Traffic Control (ATC) Communications Services Directorate has a requirement for a broad range of System Engineering, Program Management, Acquisition, Operations Management and other support services to assist the organization in executing its mission. This is an unrestricted SIR and is issued for the purpose of obtaining competitive proposals from interested firms. The FAA intends to make a single award from this RFO/SIR and reserves the right to make no award if it is in the best interest of the FAA. The FAA is planning to release a small business set-aside SIR for a portion of the ECSS requirement at a later date. Scope of Effort: Contractor support is required to provide the necessary services per the Statement of Work (SOW) that will enable the ATC Communications Services Directorate to accomplish its mission objectives. The SOW is included at Section C of the SIR. The FAA is planning to award an Indefinite Delivery, Indefinite Quantity (IDIQ) contract. Fixed Price Level of Effort (FPLOE) task orders will be issued to purchase required services. The applicable NAICS Code for this requirement is 541330, Engineering Services. The size standard exception under this code for military and aerospace equipment, and military weapons of $27 million applies. For this code a small business is defined as a concern which has annual gross revenue of $27 million or less during the last three fiscal years. All interested sources are referred to the attached SIR and attachments. All responses to this SIR must be submitted to the attention of Eric Washington, and reference the solicitation number DTFAWA-11-R-ECSS, at the following address: Federal Aviation AdministrationBuilding 10A 800 Independence Avenue, S.W.Washington, D.C. 20591(Contact Mr. Washington at (202) 267-5994 when delivering proposals) The date and time for receipt of responses is 10:00 a.m., Eastern Time, March 31st, 2011 (facsimile and email responses are not permitted). Any responses received after that date and time will not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals for Submittals. Proposal submissions must be in accordance with Section L of the SIR. If all requested information is not furnished, the vendor's response may be determined unacceptable. Oral or written communications with offerors, during the screening process, will be conducted if the FAA deems communication is necessary. Finally, a list of interested parties is attached.
