- SOURCES SOUGHT - This is a request for information only. This is not a request for proposal and there is no solicitation package available at this time. The Department of Homeland Security (DHS), Office of Procurement Operations, Federal Protective Services (FPS), East Consolidating Contracts Group (ECCG) is conducting market research to determine the availability and capability of qualified 8(a) businesses to provide Protective Security Officer Services. The intent of this notice is to identify potential qualified vendors. The Federal Protective Service (FPS) is the Federal law enforcement and security organization responsible for the protection and security of Federal buildings, property, and personnel across the Nation. The FPS operations focus on law enforcement and reduction of Federal facility vulnerabilities to criminal and terrorist threats as well as accidental and natural hazards, while ensuring that public facilities are safe, secure, and remain available as a vital part of every day American life. The FPS currently performs all necessary security and law enforcement functions at nearly 9,000 federally owned and leased locations throughout the United States and its territories. As an integral component of the FPS security effort, the Contractor shall provide and maintain all management, supervision, manpower, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reports, files and any other resources necessary to accomplish Protective Security Officer (PSO) services. FPS considers the working title of PSO as equivalent to the Department of Labor (DOL) labor category Guard II. The instant requirement is set throughout the State of Maryland at over 60 building locations with an estimated 478,000 hours of service annually. It is anticipated that a single award IDIQ contract with labor hour type task orders will be established as a result of any forthcoming solicitation. The contracts expectant period of performance will consist of one (12) month base ordering period followed by four (12) month optional ordering periods. There is also a minimum of 90 days transition in time which will be included in the contract terms and conditions in which the vendor will be responsible to efficiently prepare for start up and be equipped to begin service without invoicing of the government. The NAICS code for this acquisition is 561612, Security Guard and Patrol Services. The size standard is $18.5 million. Interested and qualified 8(a) small business concerns are requested to provide a statement of current capability and past performance information. Sources must demonstrate technical experience on similar acquisitions. Interested and qualified sources are requested to provide the following information: company name, point of contact, email, address, telephone number, and type and business size. Sources should be mindful that capability will be determined by the government though current or past experience with projects of similar size, scope and magnitude. Sources should not send any capability packages over 3 pages total. All information included with submission is at the offerors own expense. The government will not reimburse respondents for any cost associated with submission of capability statement in connection with this Market Survey. Respondents will not be contacted regarding their submission of information or information gathered as a result of this notice. Any information provided is voluntary. Per HSAM 3005.207 the FedBizOpps staff is not authorized to determine the classification code for any FedBizOpps notice. Because a misclassified contract action fails to notify the firms most likely to respond and therefore may violate the Competition in Contracting Act, the contracting officer is held responsible for correctly classifying a FedBizOpps notice.
