Description
The Space and Naval Warfare Center (SPAWAR) intends to award a sole sourcefollow-on contract to the Questionmark Corporation, a small business, locatedat 535 Connecticut Ave, Ste. 100, Norwalk, CT 06854. The anticipated contractwill be for the procurement of annual software maintenance, minor softwaremodifications, training, and travel for the commercial Perception LearningAssessment System (LAS), to which the Navy and Marine Corp have perpetualenterprise software licenses. Questionmark Corporation, the sole proprietaryowner of the Perception LAS, produced and owns the programming code. Assuch, Questionmark Corporation is the only source which can provide annualsoftware maintenance, minor software modifications and training for thePerception LAS software. Pursuing award through competition would result inunacceptable delays in fulfilling critical mission requirements, potentiallyleading to the nonavailability of the LAS. The anticipated contract will befirm-fixed price and negotiations will be conducted using other than full and opencompetition pursuant to statutory authority of 10 U.S.C. 2304(g)(1)(b), asimplemented by Federal Acquisition Regulation (FAR) 13.5 Test Program forCertain Commercial Items. The maximum length of the anticipated LAScontract, estimated to be awarded on 20 March 2011, will be five years,comprised of a one-year base with four one-year options. The estimated totaldollar value of this contract, inclusive of options, is $1.3M. The applicableNorth American Industrial Classification System (NAICS) code is 511210 with asize standard of $23M. This is not a request for quotation, nor an announcement of a forthcomingsolicitation. Requests for copies of a solicitation will not be honored oracknowledged.
