Description
NASA/GSFC has a requirement for one (1) Micro Rain Radar (MRR) developed by METEKGmbH. It is a low power, low cost, vertically pointing frequency modulated - continuouswave radar used for retrieving rain rates and drop size distributions.NASA/GSFC intends to purchase the items from Bristol Industrial & Research AssociatesLtd, (BIRAL) pursuant to FAR 13.106, for the acquisition of supplies or servicesdetermined to be reasonably available from only one source. As a component of the SMART-COMMIT mobile facilities, the instrumentation is oftendeployed in remote regions with extreme climate variability, local regulations, andminimal operational attendants. This necessitates compact/portability, low energyconsumption, integrated data analysis software, continued instrument development, andlong term unmonitored instrument reliability. BIRAL is the sole American distributor ofMETEK instrumentation and is the only known provider currently available who can meet therequirements necessary for field studies. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon February 14, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.
