- Cryptologic Systems Division (CPSD) Contracting Branch, HNCKA, Lackland AFB intents to award on a sole source basis, and indefinite delivery/indefinite quantity (ID/IQ) Time and Materials Contract for COMMUNICATIONS SECURITY ACCOUNTING, REPORTING AND DISTRIBUTION SYSTEM (CARDS) software support services to Scytale Inc, 8802 Center Park Drive, Suite 303, Columbia MD 21045. Cage Code: 1VHY9. CARDS Suite Software was developed by Scytale, Inc. and continues to provide life-cycle support for the CARDS software suite. The contractor will provide software patches, updates, and version releases of CARDS software. Additionally, the contractor will provide diagnosis of CARDS software problems and timely resolutions of these problems, on-site support visits to correct high priority software deficiencies and install new software versions, develop and provide technical documentation, andmaintain the CARDS Suite software baseline. The lack of complete specifications, proprietary software code, and baseline and change documentation prohibits the use of full and open competition. Scytale, Inc. is the only source that meets mission requirements. The Government intends to solicit and negotiate with only one source in accordance with 10 U.S. C. 2304(c) (1) as implemented by FAR 6.302-1, only one (1) responsible source.
