Description
Work breakdown structure The Contractor shall provide communication between the Barrow community and researchers, serving as a liaison between these groups. In particular, the Contractor shall serve as the infield coordinator of BOWFEST by informing the researchers of any problems that may arise as a function of the planned projects and by informing the community, as necessary, what the researchers are planning to do. The Contractor shall oversee boat-based surveys, conducted by the local community, designed to document whale distribution and identify feeding areas. This shall be done by providing boats and crew with local knowledge of the area and a keen understanding of bowhead whale behavior. Inupiat hunters shall be hired by the Contractor to conduct boat-based surveys of the study area. Observations of whales shall be made using Contractor-supplied binoculars to determine number and behavior of whales. When a whale is sighted, the following data shall be collected: date, time, position (latitude and longitude), number seen, swim direction, and behavior. Whales exhibiting apparent feeding behavior shall be approached, and additional data collected shall include: position (latitude and longitude), number seen, respiration rates, as well as notes on presence of sediments in the water column or on the animal. Photographs shall be taken by the Contractor with a Contractor-supplied digital camera during boat-based behavioral surveys of feeding whales to document behavior. If suitable for identifying individual animals, these photos shall be entered into the photographic catalog. The Contractor shall be experienced in operating safely in arctic waters northeast of Barrow and also know how to make stealthy approaches towards whales without disturbing them when making close approaches. The Contractor shall provide assistance to BOWFEST researchers as needed, particularly in regard to boat operations. Upon the completion of the field project, the Contractor shall provide quarterly reports describing coordination and field activities and a final report before the contract is complete. The Contractor shall work closely with NMFS scientists during the preparation for field operations, while in the field, and in reviews of any resultant documents. The Contractor shall collect samples from bowhead whales landed during subsistence hunts by Alaska Natives in Barrow, Kaktovik, and up to 9 other villages, if possible, along the Chukchi, Beaufort and Bering Sea. Access to these villages will likely be by commercial air.
