Description
The USDA Forest Service, Southwestern Region (Region 3), is soliciting quotes (RFQ) for Helicopter Operations Support Trailer for use during local, Regional, and Nationwide fire suppression and all-hazard incidents. Proposed rates shall include, but are not limited to, labor (as required), equipment, operating supplies, materials, State and Federal taxes (including workers' compensation costs), insurance coverage, transporation costs, overhead and profit, and any costs/fees necessary to ensure equipment/operators/crews meet(s) the specified standards. Any costs associated with a contractor provided support truck for fuel, maintenance, and operator transportation; delivery/setup/takedown, mobilization/demobilization, power generation, and a Contractor's representative attendance at the operational period briefings should also be included. The Contractor is responsible for all equipment, materials, supplies, transportation, lodging, personnel, and supervision and management of those personnel, necessary to meet or exceed the Agreement specifications. The Agreements will be competitively awarded within Region 3. The Government anticipates awarding multiple Incident Blanket Purchase Agreements (I-BPA) using a cascading set-aside order of preference first to responsible, eligible HUBZone small business concerns and/or Service Disabled Veteran Owned Small Business (SDVOSB) concerns. If there are insufficient HUBZone and SDVOSB concerns to meet the anticipated need, additional awards will be made to responsible small business concerns. The solicitation will be issued using the Virtual Incident Procurement (VIPR) system; to use VIPR you must have access to a computer with internet capabilities. Basic information about the VIPR system and a Vendor User Guide is located on the web at http://www.fs.fed.us/business/incident/vipr.php. Other information for vendors is listed below: 1) This solicitation will use a new Pilot Vendor Application to respond to the solicitation. Vendors can learn how to use this app on the web at http://www.fs.fed.us/business/incident/pilotvendorapp.php. 2) Vendors must have a valid e-mail address since all VIPR communications are conducted via e-mail. Request a D-U-N-S Number from Dun and Bradstreet on the web at http://www.dnb.com/us/duns_update/ 4) Register in the Central Contractor Registry (CCR) and complete the Online Registration and Certifications Application (ORCA) as stated in the solicitation.
