- National Security Technologies, LLC (NSTec), Contractor to the U.S. Department of Energy's (DOE) National Nuclear Security Administration (NNSA), seeks services of a board certified psychiatrist and/or licensed clinical psychologist currently licensed to practice in the State of Nevada to provide psychological assessments and testing in conjunction with the Human Reliability Program (HRP) in accordance with Title 10 Code of Federal Regulations (CFR), Part 712.33, entitled, Human Reliability Program, Designated Psychologist. The HRP is a security and safety reliability program designated to determine a candidate's reliability and physical and mental suitability. Interested parties 1) must have a minimum of two providers who have a doctoral degree from a clinical psychology program and each have accumulated a minimum of three years postdoctoral clinical experience with a major emphasis in psychological assessment and testing; 2) must possess a valid, unrestricted license to practice clinical psychology in the State of Nevada; 3) must be experienced in evaluating marriage and family, substance abuse, and emotional pathologies and be a member of the Clinical Mental Health Council's Association and/or the American Psychological Association; and 4) must be a U.S. citizen and eligible to obtain a DOE access authorization. This is not a Request for Proposal (RFP) and is not to be construed as a commitment by NSTec to issue a solicitation or ultimately award a subcontract. Market research is being conducted at this time for the sole purpose of determining interest and capability of potential sources currently available to meet the needs of NSTec. SUBMISSION INSTRUCTIONS: This requirement is set aside for small businesses, and large businesses need not apply. To be considered to receive an RFP, respondents must submit a brief capabilities statement electronically via email to makaencl@nv.doe.gov, or faxed to 702-295-9117, no later than February 6, 2011, 12:00 AM PST. Any responses received after the time and date specified above will not be reviewed.
