- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The United States Army Medical Acquisition Activity (USAMRAA) intends to negotiate, on a sole source basis, IAW FAR 13.501(1)(ii) under the authority of the test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996), with Crist Instrument Co Inc, 111 West First Street, Hagerstown, MD 21740, as the only responsible source that can provide the customized services needed to fulfill this acquisition. This requirement is a customised 9-channel version of the Biela Commutator to add more support /continuity on approved small rodent protocols on the three electroencephalographs and electrocardiographs (EEG/EKG ) systems we currently have in place. These systems are used for anticonvulsant amd neuroprotectant protocols. This additional system will allow us to make an accurate comparison of the data and is required to collect EEG data from tethered animals. To maintain data integrity, these systems must be compatible or data comparisons will be invalid and it will be costly and a waste of animals. This system must have the ability to collect data down to 1 microvolt units with no cross talk or outside electrical interference. Also, a common internal ground using shielded cabling is necessary. This system must have the ability to increase weekly collection of EEG data from a reliable source. The part number used for this customised system are 4-TBC-9-S. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable system is provided by Crist Instrument Co.
