- The purpose of this Amendment 0003 to RFP W25G1V-11-R-0013 is to make the following change to the combined synopsis/solicitation, combined synopsis/solicitation Attachment 1, Statement of work, answer offeror questions received and extend the offer due date: 1. Reference combined Synopsis/Solicitation W25G1V-11-R-0013, Paragraph 1, and combined synopsis/solicitation Attachment 1, Statement of Work, Paragraphs 1, 3, and 6, DELETE reference to "....technical manual TM 5-807-10, Appendix C1, dated 8/29/86"; ADD: "....technical manual TM 5-807-10, including Appendices A, B, C and D". 2. The following offeror questions received are provided with the government's response: Q1. (a) What are the minimum specifications for each of the sign materials: i) Aluminum - what type of aluminum (.063,.080,.100 etc.? Is alodine required? ii) Steel - what thickness/gauge? Is it galvanized? iii) Vinyl sheeting - Is PVC Panel an acceptable option? iv) Polycarbonate - what thickness and color is required? (b) Could you provide the thicknesses for each media? A1. The thickness of material is addressed in the Department of the Army Technical Manual TM 5-807-10, Appendix A, Exterior Sign Fabrication and Appendix B, Interior Sign Fabrication. Pricing shall be provided per material per sign size classification. Steel sheeting shall be galvanized prior to finishing as stated in Appendix A, Paragraph A-6(b). Anodizing of aluminum (Paragraph A-6a) and PVC (Paragraph A-2c) is not addressed. Therefore, PVC is not an acceptable option for vinyl sheeting. Polycarbonate sheeting is addressed in Paragraph A-6(c). Q2. Could you explain vinyl sheet? Is it adhesive vinyl or banner vinyl? A2. Refer to Technical Manual TM 5-807-10, Appendix A, Paragraph A-2c. Q3. Is engineer grade sheeting to be used on all signs or might it vary? (if type of sheeting changes this will affect the price). A3. Combined synopsis/solicitation W25G1V-11-R-0013 Attachment 1, Statement of Work, Paragraph 5, refers to engineer grade reflective or non-reflective type. Provide pricing according to the specifications provided. Q4. Is it possible to define the "parts" that we are to include during installation (does this include posts, brackets etc or is it just nuts and bolts)? These items could vary greatly depending on where the sign is to be installed. A4. Parts include the standard items required to fabricate, print and install the signs. Refer to Technical Manual TM 5-807-10, Appendices A and B. Q5. Based off the walk through, the modular interior sign systems seem to be a large part of this bid, but I do not see them listed or asked for anywhere on the request. How should we factor that in our proposal? A5. Interior sign fabrication is addressed in Appendix B of Technical Manual TM 5-807-10. Signs shall conform to the solicitation statement of work and the Department of the Army Technical Manual. Q6. Will proposals be accepted if only some of the above sign materials are quoted? A6. As stated in Combined synopsis/solicitation, Proposal Requirements, pricing shall be provided for all items on the pricing schedule at Attachment 1. Q7. Are there minimum amounts of signs that will be replaced each time a request is made? In other words, what is the minimum amount of signs to be ordered for install per request? A7. The number of signs to be replaced per request will vary. There is no stated minimum requirement; however the government will attempt to maximum the number of signs to be ordered per request. Q8. The pricing on the schedule, should that reflect a per-sign price (including all supervision, equipment, materials, hardware, fabrication, installation, and labor required for the production and installation of signs) or should we show it as a quantity of (600) of each sign size and material type? A8. Provide pricing on the schedule as a per sign price (one each) for each sign size and material listed to include all supervision, equipment, materials, hardware, fabrication, installation, and labor required for the production and installation of signs. Q9. Can the proposal be e-mailed, or does it have to be printed and mailed? Does anything have to accompany this price schedule? A9. The proposal can be e-mailed to jane.allardyce@us.army.mil/ ; faxed to 570/615-7525; or mailed to Tobyhanna Army Depot, D/Contracting, 11 Hap Arnold Blvd, Tobyhanna PA 18466-5100 to be received by the time and date specified for receipt of offers. Supporting documentation to be provided with offer includes a base published price list for signage and graphics of various type signs listed; past performance information for three (3) examples of same of similar projects of equal value provided and installed within the past three (3) years (see Combined Synopsis/Solicitation, Technical/Past Performance. 3. The Proposal due date has been extended: DELETE: 01 FEBRUARY 2011 @ 3:00 P.M. ADD: 04 FEBRUARY 2011 @ 1:00 P.M. 4. All other terms, conditions, and requirements of the solicitation remain the same.
