- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. The Government intends to award on a sole source basis a firm fixed price (FFP) contract with Insight Technology, 9 Akira Way, Londonderry, NH 03053. This indefinite delivery “ indefinite quantity (IDIQ) contract will cover a five year period for the High Power Laser Illuminator (HPLI), the Medium Power Laser Illuminator (MPLI) and the Provisioning Item Order (PIO) for each system. The Government plans on procuring the following: CLIN 0001 “ HPLI: Min 5 each and Max $900,000.00, CLIN 0002 “ MPLI: Min 5 each and Max $650,000.00, CLIN 0003 “ HPLI PIO: NTE $450,000.00, CLIN 0004 “ MPLI PIO: NTE $400,000.00,CLIN 0005 “ DATA: 1 Lot Not Separately Priced (NSP). This procurement will be delivered Fob Destination: NSWC Crane, 300 Hwy 361, Crane, IN 47522. Delivery is required to commence 60 days from effective date of the contract/ delivery order. Inspection and acceptance will take place at destination by the Government. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for the restriction of competition is duplicative costs and time to allow competitors to obtain Laser Safety Review Board (LSRB) approval. Since this is a sole source procurement, a solicitation may not be posted to the internet. Responsible sources may submit a proposal which shall be considered by the agency. It is the responsibility of the offeror to submit offers to the Point of Contact (POC) at NSWC Crane.
