Sources Sought Notice Number: HHS-NIH-NCI-SBSS-PCPSB-15010-13 Title: Tools for Electronic Data Acquisition This is a Small Business Sources Sought notice (SBSS). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small business; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is NOT considered a small business under the applicable NAICS code should NOT submit a response to this notice. The North American Industry Classification System (NAICS) code for the project is 541511. The small business size standard is $25 Million. Background: The National Cancer Institute's Surveillance, Epidemiology and End results (SEER) Program seeks to develop applications/tools to expand the spectrum of surveillance data collected by using currently available electronic medical source records. In addition, it calls for the use of natural language processing and coding algorithms to process and autocode text-based information. The goal is to enhance the usefulness and value of the totality of SEER data to a variety of partners including clinicians, clinical researchers, health services researchers and clinical trials researchers. The principles of standardization of vocabulary and data elements, interoperability and open electronic communication, along with the national emphasis on electronic health records contribute to an environment that help to will facilitate the development of robust software applications. These are applications will increase the value of SEER data to users by taking their data needs into account, while increasing efficiency and range of data elements collected by SEER registries. Purpose and Objectives: The Division of Cancer Control and Population Sciences seeks to expand the capabilities of its Surveillance, Epidemiology and End Results (SEER) program beyond its present utilization of electronic pathology records in the collection of population-based cancer surveillance data to include electronic records from the other data sources necessary to support overall data collection requirements. Project Requirements: All eligible small business concerns responding to this Sources Sought Announcement shall demonstrate an understanding of the utilization of coding algorithms and natural language programming techniques to identify and code cancer related data elements from free text electronic medical records. Additionally eligible small business concerns shall also demonstrate an understanding of, or capability in, the following: (1) SEER Central Cancer registry operations and the use of Central Cancer Registry data management systems, (2) project management best practices, (3) current and potential cancer surveillance data elements and their sources, (4) data quality control methods and procedures, (5) scientific manuscript preparation and publication. Anticipated Period of Performance: The anticipated period of performance for this proposed acquisition will be from 09/30/2011 to 09/30/2015, for a period of four (4) years. Other Important Considerations: Sources are expected to have documented experience in performing similar tasks relating to technical information resources and management. Capability Statement/Information Sought: In addition to the above, all respondents must provide, as part of their responses, information concerning (1) the ability of their staff (at all levels) to interact on a daily basis; and to present on a monthly basis the status of tasks and resolve contract related issues with NCI personnel (by phone or in person), and (2) their ability to obtain the commitment and cooperation of at least one SEER registry as a partner in this project. Information Submission Instructions: Interested qualified small business organizations should submit s tailored capability statement, not to exceed 20 single-spaced pages (including all attachments, resumes, charts, etc.) using a 12-point font size minimum, that clearly details the ability to perform the aspects of the notice described above. All proprietary information should be marked as such. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern's name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. All capability statements sent in response to this SOURCES SOUGHT notice must be submitted electronically (via email) to Mary Loesch, Contract Specialist, at loeschme@mail.nih.gov and CC: Susan Hoffman, Contracting Officer at hoffmasu@mail.nih.gov either MS Word, Wordperfect, or Adobe Portable Document Format (PDF), by Monday, February 14, 2011, 3:00PM, EST. All responses must be received by the specified due date and time in order to be considered and must cite Notice Number: HHS-NIH-NCI-SBSS-PCPSB-15010-13. However, responses to this notice will not be considered adequate responses to a solicitation. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
