- Request for Information (Sources Sought Notice) – A major objective of the Employment and Training Administration (ETA) is to provide funding for high quality job training and employment services for America’s workforce. The investment of Federal resources through the award of grants is the primary manner in which ETA drives this effort. Many of these grants are procured competitively which results in a large number of applications being received. There are many functions associated with grant competitions including identifying, selecting, and paying panelists for the review of applications. The U.S. Department of Labor is seeking qualified contractors that can perform the logistics of evaluating resumes, selecting, hiring and paying panelists for the Employment and Training Administration (ETA) Solicitation for Grant Applications (SGA). ETA is looking for firms that qualify under the Small Business Programs mentioned in Federal Acquisition Regulation Subpart 19. When submitting your response, please indicate under which programs you meet the criteria. The NAICS Code is 541611, Management, Scientific and Technical Consulting Services, and the Small Business Standard is $7.0 million. The following are examples of the areas of expertise that may be needed by the evaluation panelists: •Delivering services in the Public Workforce Investment System; •Analyzing labor market information and research; •Administering or teaching in a technical college, a community college or a four year college with an interest in workforce connections; •Creating or implementing an apprenticeship program; •Creating or implementing a training program focused on career pathways, career clusters, or competency models; •Developing or operating training or hiring outreach programs for energy efficiency and renewable energy businesses and related industries; •Providing supportive services to individuals engaged in training; •Recruitment or retention of out-of-school youth in job training programs; •Human resources strategies within a business or industry; •Experience and knowledge in implementing training programs with a track record in recruiting, placing and retaining populations with multiple barriers to employment (this population may include but is not limited to: seniors, veterans, displaced homemakers, low-income adults, disconnected youth, limited English proficient persons.) •Designing or delivering: oClinical training in the health care industry; ointegrated basic reading, numeracy, writing or English language skills with occupational skills training; All contractors responding to this RFI must demonstrate their experience in recruiting, identifying, selecting, and managing a large number of professionals with a particular functional expertise. Pertinent consideration factors include the contractor’s demonstrated experience in performing the following functions: 1.Identifying and recruiting a large number of individuals with particular functional expertise in a quick timeframe. This includes evaluating resumes to confirm that each candidate’s expertise is consistent with the individual’s qualifications and that expertise is sufficient for required position. 2.Managing the logistical tasks associated with recruiting, screening, hiring, overseeing performance and paying a large number of people under very tight deadlines. 3.Managing the large group of professionals to ensure that each individual is performing and submitting reports in accordance with a project schedule. 4.Communicating with government officials to ensure that all reports submitted are acceptable. ETA estimates that 230 panelists will be required during this contract year. The contractor must demonstrate their experience managing a panelist group of similar size. All interested parties are invited to submit a capabilities statement, to Ms. Deborah Campbell, Division of Contract Services, 200 Constitution Avenue, NW, Room N4655, Washington, DC 20210. Responses are due Februrary 7, 2011 by 5 p.m. EST. Electronic copies of capability statements are preferred and may be emailed to campbell.deborah@dol.gov. The response must be specific to each of the qualifications listed above to demonstrate that the respondent has the skills and experience. The submittals shall not exceed 10 pages, TOTAL. A determination by the Government to proceed with the acquisition as a set-aside is within the discretion of the Government. Please be advised that telephone inquiries will not be accepted.
