Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.501) with Maquet Inc., 45 Barbour Pond Road, Wayne, NJ, 07470, as the only responsible source that can provide an operating table that can provide resources to complete both interventional procedures and open surgical procedures, which is also able to fully integrate with the Philips radiographic/fluoroscopic system. The Maquet Magnus Table is the only operating table of this nature that is FDA approved to integrate with the existing Philips radiographic/fluoroscopic system. No other vendor can meet the minimum requirements of the government. Regulatory Requirements: The system and all of the components, shall be compliant with the Food and Drug Administration (FDA) requirements to market and deliver medical products for use in the United States of America, even should delivery be requested outside of the United States. The claims made for the product shall comply with the regulations of the FDA with respect to products for marketing and delivery of a medical product for use in the United States of America, even should delivery be requested outside of the United States. The requirement is for two (2) operating tables for their two hybrid operating rooms. The tables shall have the following accessories: permanent floor stand base, basic pad table top, hand control, accessory mounts, universal extension plates, motor-powered sectioned leg plate, motor-powered back plate, jointed head rest, carbon-fiber table-top with a length of at least 94 without head rest and at least 106 with head rest, joy stick, head rest, rigid transporter top, accessory stand, arm boards, and a carbon fiber multi-purpose plate adapter. These operating tables shall be compatible with the existing Philips Allura Xper Imaging Systems. Each operating table shall be FDA approved to integrate with the imaging system to allow for communication between the table and the imaging system. The operating tables shall be able to lower to at least 22 off the floor and rise up to at least 48 off the floor. The tables shall have slope angles to at least maximum of 80 and tilt angles to at least a maximum of 45 . The slope and tilt angles shall be able to be used in unison. The operating tables shall be able to hold at least 550lbs. The tables shall support intervention procedures, such as: endovascular, cardiovascular, radiology, and orthopedics. The carbon-fiber table top provided with the table shall be able to be removed when needed, and shall be motorized. The tables shall be modular so that pieces can be added and removed depending on the type of procedure to be completed. The electrical requirements for the operating tables shall be: 220V, 60Hz, single phase. This acquisition is being conducted under simplified acquisition procedures FAR 13.501 under the authority of the test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996). There are not set-aside restrictions for this requirement. The intended procurement will be classified under North America Industry Classification System (NAICS) 334510. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Derek Bell at derek.bell@med.navy.mil. Statements are due not later than 4:00 PM. EST on 15 Feb 2011.
