Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisitions (OA), on behalf of the National Institute of Dental and Craniofacial Research (NIDCR), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Mary Jo Danton, 9802 Bristol Square Lane, #302, Bethesda, MD 20814-5460 to provide professional services to the NIDCR Division of Intramural Research (DIR). The NIDCR DIR has a need for expertise in the writing and review of animal research protocols before submission of the monthly agenda for review by a convened meeting of the NIDCR Animal Care and Use Committee (ACUC). The document reviewer needs to have extensive experience writing scientific publications and editing ACUC documents. The ACUC editor must have this experience to perform technical review of items submitted for considerations and disposition. Often new protocols or renewal protocols are rejected or delayed due to poor writing or incompleteness. The ACUC editor's review comments and corrections will nearly eliminate these problems during the pre-review process. The ACUC editor's expertise in assisting DIR scientists in the proper technical as well as grammatical preparation of animal research protocols will allow a more efficient use of time for the convened NIDCR Animal Care and Use Committee. The savings in time to the ACUC will allow greater scientific productivity especially for the majority scientific members of the ACUC. The sole source determination is based on the fact that Dr. Danton has extensive experience working with the NIDCR ACUC as the sole editor for the past 8 years. She has been active in scientific research for 23 years and is also the author or co-author on 17 publications and 8 abstracts. She has been responsible for managing and reviewing packets of patent documents as well as the detailed writing and review of office actions and restrictions. The period of performance will be from 02/14/11 - 12/31/11 with potential option years 1-4. The delivery point is the National Institutes of Health (NIH), National Institute of Dental and Craniofacial Research (NIDCR), Bethesda, MD. The North American Industry Classification System (NAICS) Code is 561410 and is a small business set aside. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-49 (January 24, 2011). Interested parties may identify their interest and capabilities in response to this synopsis by February 4, 2011 at 3:00pm Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements.
