- Table 1 REQUEST FOR INFORMATION : This is a Request for Information (RFI) for market research purposes issued by the C/KC-135 Contracting Branch, OC-ALC/GKCK at Tinker Air Force Base (TAFB). The United States Air Force (USAF) is requesting information on an Advanced Ultrasonic Inspection of Aging Aircraft Structures for the C/KC- 135 model aircraft. PURPOSE: The C/KC-135 Aircraft Sustainment Branch Contracting Office (OC-ALC/GKCK), at TAFB is conducting market research to seek out sources capable of developing an Autonomous Ultrasonic Nondestructive Inspection Instrument (AUNDI) to meet all of the requirements as set forth in Table 1 (See attached). The purpose of this RFI is to develop a list of sources and to establish cost estimate. The AUNDI shall be programmed to scan rows of steel fasteners, or the entire skin for corrosion damage on the upper wing skins of C/KC-135 aircraft. The AUNDI addresses both the need for an efficient corrosion inspection system as well as a data management system allowing improved storage and retrieval of inspection data. THIS IS A REQUEST FOR INFORMATION ONLY: This RFI is issued solely for informational and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. As stipulated in FAR 15.201(e), responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the Government to form a binding contract. This RFI does not commit the Government to contract for any supply or service whatsoever. Furthermore, we are not seeking proposals at this time. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. The Government requests that non-proprietary information be submitted in response to this RFI. However, should proprietary information be submitted, it should be marked "PROPRIETARY", and will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified. DESCRIPTION: The existing ultrasonic inspection device that is currently in place at TAFB takes approximately 400 man hours, and requires several people to accomplish the task. The C/KC-135 program office is looking for efficiencies that will exponentially reduce the man hours utilized to accomplish the task. Additionally, the C/KC-135 program office is seeking a source to provide an AUNDI system capable of inspecting the upper wing skin of the C/KC-135 aircraft with minimal couplant application. Nominal skin thickness varies from approximately 0.040 to 0.380 inches. The autonomous ultrasonic array inspection system must meet the safety requirements as set forth in Table 1, in accordance with military safety standards, and must function with limited human interface. The Government is seeking a government off the shelf or commercial off the shelf solution which provides the capability in Table 1. RESPONSE: Responses shall address the following: 1. Developmental schedule (duration from contract award to on aircraft testing completion) 2. Estimated developmental cost for each phase. 3. Estimated cost of the AUNDI 4. The expected reliability maintainability & availability (RMA) of the AUNDI robotic system via Mean Time Between Failure (MTBF) 5. Description and rational of proposed system capabilities and operation 6. Component lead times (longest lead time only for each system is required) 7. Requirements in Table 1. Interested firms should also include the following in their response: - Company Name and Address - CAGE Code, NAICS Code, and CCR (if available) - Point of Contact - Size of Business (i.e. Large/Small Business, Small Disadvantaged Business, 8 (a) concern, Minority-Owned Business) - U.S. or Foreign Owned Entity THOSE THAT WISH TO RESPOND SHALL PROVIDE AN ELECTRONIC COPY OF RESPONSE, ALONG WITH SUPPORTING DOCUMENTATION, TO THE POINT OF CONTACT BELOW NO LATER THAN 15 DAYS FROM THE POSTING OF THIS DOCUMENT.
