All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency except that foreign contractors will not be allowed to compete in this acquisition due to International Trafficking and Arms Regulation (ITAR) restrictions. 2. Pertinent and releaseable technical data will be made available to prospective offerors who have a current Department of Defense Form 2345 on file. A copy of this form is attached with this notice.
