Description
SUBMISSIONS ARE REQUIRED BY 2 March 2011.The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic, Advanced Technology Branch (Code 52130) is seeking information on commercial off-the-shelf portable identification card systems that support emergency responders responsible for managing all-hazard incidents and special events. These systems are commonly used at incident scenes requiring a multi-agency response and a unique incident identification card for personnel or the capability to read existing identification cards to ensure personnel accountability. They are also used in support of special event planning, the management of volunteers, and the identification and tracking of individuals who require assistance during or following a disaster (e.g., victims, patients, and evacuees). This RFI announcement seeks information on portable identification card systems that include, at a minimum, software applications and associated hardware for reading incident site/event identification cards and controlling scene access. Systems are applicable to this announcement if they include card reader hardware and software, a computer to support resource management applications, and database software to store and manage identification card information. This hardware and software should be packaged to enable its portability and use in various operational environments by emergency responders. These systems may also include hardware and material for creating incident site/event identification cards, such as: * Camera(s) to capture images * Printer(s) to create new identification cards * Blank cards and other supplies The U.S. Department of Homeland Security (DHS) Authorized Equipment List (AEL) item number and description for this equipment is 04AP-05-CRED, System, Credentialing: Software application and associated hardware and material for creating site/event credential badges and controlling scene access. The target audience for this information is the emergency responder community, including any public safety discipline or organizational unit with incident and/or event management responsibilities. All submittals should be suited to this target audience. Review of this information is being performed as part of the U.S. Department of Homeland Security (DHS) System Assessment and Validation for Emergency Responders (SAVER) Program, which aims to conduct objective comparative assessments of commercial equipment and systems and provide those results to the emergency responder community. All information received will be treated as public knowledge and may be used in SAVER Program documentation; therefore, vendors should not submit proprietary information in response to this RFI. Specific information sought includes: 1. Company information, including name, address, and URL. 2. Whether the company is a manufacturer or distributor. 3. A point of contact for follow-up information, and the point of contacts phone number and e-mail address. 4. Product name and a brief description (75 words or less). 5. Cost information such as purchase price and General Services Administration (GSA) schedule information. The submitted information will be evaluated for potential inclusion in SAVER projects. If a SAVER project on this type of equipment is executed, the equipment selection will be based upon a number of factors, including emergency responder surveys and responder focus group inputs. Consequently, follow-up requests for feedback should not be made through the Federal Business Opportunities posting agency. Vendors may be contacted following submission for more detailed product information. Vendor provided information may be reformatted for publication in SAVER Program documents. Submittals Respondents are required to complete and submit the attached product summary questionnaire (PICSER_RFI_Questionnaire) for each product following the instructions on the first page of the questionnaire.
