- Responses are due no later than 3:00 p.m. eastern standard time February 7, 2011. This is a Sources Sought Notice and is for informational/ market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Baltimore District, requests capability statements from 8(a), Service Disabled Veteran Owner Businesses, Small Business, and HUBZone small businesses concerning the potential project described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. Responses are to be sent via email to John.R.Lambert2@usace.army.mil no later than 3:00 p.m. eastern standard time February 7, 2011. Project Description: Dalecarlia Pump Motor Service Contract, Washington Aqueduct Division, Washington, DC. The solicitation will be for a services contract and it will be advertised as a Request for Proposal (RFP) in the $1M - $5M range. This service contract will provide maintenance and repair services to industrial pump motors located in the Dalecarlia Pumping Station. Specific items of work include providing inspection, testing, evaluation, repair, rewind, brushless excitation conversion and maintenance services to 15 large (i.e. 500 HP to 1750 HP) alternating current synchronous vertical electric motors that are critical to the operation of the Dalecarlia Pumping Station. These services shall include all labor, materials, supplies and equipment needed for this work. The Washington Aqueduct serves about 1 million customers daily and is a critical water supply infrastructure for the Nation's Capital. An experienced contractor with resources and expertise to handle the following project constraints is needed: i.The Contractor must show he has a facility with equipment and processes required to repair and maintain similar large industrial motors. ii.The Contractor must show he can produce engineering documents for recent repairs, rewinds and brushless conversions for similar large industrial motors. iii.The Contractor must show he is able to respond to service requests on-site with qualified technical personnel within 6 hours of a service call. iv.Contractor personnel must consent to a review of public records and screening of personal background information before access is granted to Washington Aqueduct facilities. Interested 8(a), SDVOB, Small business, and HUBZone certified firms should submit a concise narrative and specific project examples of similar size and scope that demonstrate their experience in: 1.The inspection, testing and evaluation of large alternating current synchronous vertical electric motors. 2.The Contractor shall have at least 10 years of experience repairing and rewinding large motors and must have successfully completed a minimum of 20 identical or similar large motor rewinds. 3.The Contractor must at least 10 years of experience converting large AC synchronous motors with DC excitation to brushless excitation and have successfully completed a minimum of 10 identical or similar large motor brushless exciter conversions. 4.Their ability to perform on call emergency and maintenance services on pump motors in a timely manner. Capability statements should include the following information: details of similar projects, to include demonstrated specialized experience and technical competence in: (a)Listing of qualifications and experience level of technical personnel performing evaluation, testing, repair, rewind and brushless conversion of large electric motors (b)Listing of Contractor-owned equipment including vacuum pressure impregnation, electrical testing equipment that run motors at rated voltage and frequency, certified AC high potential testing equipment, equipment to do DC resistance phase to phase testing with 0.5 ohms, overhead crane with 20 ton minimum capacity, controlled burnout oven with temperature chart and other maintenance equipment to perform for a contract of this size. (c)Knowledge maintaining large alternating current synchronous vertical electric motors. (d)Scheduling, performing and completing work within limited durations for critical industrial infrastructure such as a water treatment plant or pumping station.
