Description
The Department of Veteran Affairs (VA) is issuing this Request for Information (RFI) in accordance with FAR 15.201(e). The agency does not intend to award a contract but rather gather capabilities and market information pertinent for acquisition planning. The responses to this RFI will contribute to determining the method of procurement and identify parties having an interest in and the resources to support this requirement. DESCRIPTION OF REQUIREMENT The Office of Policy and Planning (OPP) occupies a central role in supporting the Secretary's Transformation 21 goals through policy analysis, strategic planning, corporate analysis and evaluation, enterprise program management, Veteran data analysis and statistics, actuarial analyses, and collaborative initiatives with the Department of Defense (DoD). A significant amount of this support work is performed through the use of expert contractor support which provides critical market-based skills that augment the in-house activities above, as well as direct support of VA Central Office (VACO) clients as they implement their own Transformation 21-related initiatives. OPP is planning a comprehensive procurement solution that allows access to this critical contract support in a more efficient and effective manner than what is currently available under the existing patchwork of procurement vehicles currently being used to obtain contractor services. The Government is contemplating the solicitation and award of multiple indefinite delivery/indefinite quantity task order contracts to provide support to OPP and it customers in the task areas below. OPP's customers who may use this procurement vehicle include Administrations (such as the Veterans Health Administration) and Staff Offices (such as the Office of Information and Technology) as well as its own internal service organizations (such as the Transformation and Innovation Service) The Government anticipates the contracts may require some of the following labor categories: Program Manager, Project Manager, Senior Consultant, Consultant, Senior Analyst, Analyst, Facilitator, Trainer, Administrative Support. Task Areas: -Program Management support -Project Management support -Corporate Analysis and Evaluation -Policy Analysis -Business Process Reengineering -Business Process Improvement -Training -Organization Assessment and Analysis -Change Management and Transition -Planning, Programming, Budgeting, and Execution (PPBE) -Studies and Analyses -Strategic Planning -Management Analysis -Quality Management -Statistical Analyses -Information and Records Management Key Examples of Requirements: -Provide assessments of program/project documentation -Analyze the effectiveness and efficiency of processes -Identify program and project risks -Identify and develop performance measures -Perform evaluations, analyses, and studies of programs and projects -Link National and Departmental policy to strategic direction and mission requirements -Redesign and sustain processes -Perform staffing and organization studies -Perform Lean Six Sigma studies -Provide quality management training -Provide program and project office support -Facilitate organizational change management efforts -Recommend enhancements to technical, information, and analytical resources -Analyze and verify records SUBMISSION INSTRUCTIONS THERE IS NO SOLICITATION AT THIS TIME. This RFI does not constitute a request for proposals. Submission of any information in response to this RFI is purely voluntary. The Government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please respond to this RFI as follows- Cover Sheet - 1 page Please provide the following information: 1. Capabilities Statement and Market Information - Please respond to the following questions by providing a capabilities statement and market information: 1. Please describe your organization's breadth of expertise/competency to respond to or support (collaborate on) a broad range of complex requirements in the above listed task areas. 2. How many and which task areas can your company satisfy alone? How many and which task areas would your company be able to satisfy through a teaming arrangement, joint venture, or other partnership? 3. Please describe your experience with responding to task order proposal requests with short deadlines (1-2 weeks) to include submission of technical and price data. Specifically, what processes do you have in place to submit a timely and quality proposal? 4. Please describe your experience with successfully completing critical, high-visibility tasks from a federal Department/Agency Head with short turnaround times. Specifically, how did you approach the task, mobilize to complete the work, and ensure deadlines were met? 5. Please describe your experience in maintaining high quality personnel assignments on longer term taskings to ensure continuity of services and corporate knowledge retention from task start to completion. Please provide at least one or two examples. 6. Please describe your experience in responding to rapid and frequent shifts in requirements, during both the pre-award (amendments) and post-award (modifications) phases. Please provide at least one or two examples. 7. Please describe your familiarity and experience with "VA Transformation 21" initiatives. 8. Please describe your familiarity and experience with VA/DoD collaborative initiatives. 9. In addition to the labor categories listed in the requirement description, what other labor categories might satisfy the task areas? 10. The Government contemplates using 541611 as the North American Industry Classification System (NAICS) code for this acquisition. Is this the best code to classify this requirement?
