FOR MORE INFORMATION CONTACT:Carmen Ricks, Weapons System Manager, 443-861-5651 This is a SOURCES SOUGHT MARKET SURVEY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. This market survey does not constitute a Request for Proposals (RFP) or a request for sealed bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request. The United States Army CECOM LCMC is conducting this sources sought market survey to determine price and availability (P&A) from potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement as follows. This scope of work is to provide operations and maintenance (O&M) services, training, equipment, software and spare parts for the Iraq Ministry of Interior (MOI) Advanced First Responder Network (AFRN). The period of performance is for 12 months. The AFRN is Iraq's public safety and emergency services communication backbone. The AFRN is installed and equipped in 15 of the major cities throughout Iraq and serves 65% of Iraq's population (over 18 million). Traffic includes around 1,400 emergency calls and 75,000 push to talk calls a day. AFRN is built on TETRA standards (Terrestrial Trunked Radio) which is an open set of standards developed by the European Telecommunications Standards Institute. The AFRN backbone is built with Motorola based TETRA technology known as DIMETRA; however the radios are SEPURA. Other system technologies include: ProCAD for mapping and dispatching, Frequentis for call taking, MotoLocator for GPS capability, Full Vision and Zone Watch for Network management. For purposes of pricing, the scope will be performed on government furnished equipment and in government furnished facilities. Costs should reflect the cost of performing responsibilities in Iraq, such as life support and security. Responses must include price, availability, lead times and the schedule stated in months after contract award for each identified task. P&A responses should not be bundled with a bottom-line figure. All P&A should be itemized according to the following categories: OPERATIONS AND MAINTENANCE SERVICES FOR TETRA SYSTEM: Provide a Rough order of Magnitude (ROM) for services in the operations and maintenance (O&M) of the AFRN. All contractor furnished equipment identified under this O&M-specific scope is listed in a dedicated section of this market survey. O&M scope includes: Main Switching Office (MSO): Performing O&M support on four (4) MSOs distributed throughout Iraq. MSO scope includes Performing O&M on the Short Data Service (SDS) servers and equipment encryption servers. Performing O&M on the network sections of AFRN including the LAN SW, WAN SW, AEB, MGEG to ensure all are working properly. This is to further include those devices connected to the AFRN such as routers, microwave equipment and the items connecting the devices to the network. These devices will be continuously monitored and repaired when broken or replaced when they have reached end-of-life cycle and have become obsolete. Repairing and sustaining the MD110 Switchboards operating in the MSOs and installing the equipment identified in the spares section of this market survey. Scope includes providing the capability of remote control through the Baghdad MSO to all other switchboards distributed in the AFRN for maintenance and testing purposes. Scope also includes connecting ten (10) contractor provided desktop computers to replace the computers in the control rooms of the MSOs to be used in monitoring the AFRN. Enhanced Base Transceiver Station (EBTS)/Main Transceiver Station (MTS): Scope includes providing O&M to support for Sixty-Eight (68) EBTS locations throughout Iraq. This scope also includes maintaining all EBTS/MTS radios, equipment, and antenna systems associated with the EBTS/MTS sites, maintaining, and replacing when necessary, EBTS/MTS site UPS systems, rectifiers, and batteries, maintaining the AFRN surveillance cameras and systems associated with the surveillance systems, maintaining the EBTS/MTS site alarm systems and maintaining the EBTS/MTS site microwave equipment. Scope also includes installing two contractor furnished (2) Base Radios (BR) at two (2) sites in Baghdad, as identified by MoI. Governate Dispatch Center (GDC): This scope includes providing O&M support for ten (10) GDCs located throughout Iraq. Scope also includes maintaining the GDC hardware and software systems to include all transmission devices connected to the GDC connecting it to the MSOs where applicable. Frequentis System: This scope includes performing O&M on the Frequentis system to include all the capabilities of the system and all devices connected to the system, conducting periodic testing of all system components, including at least one external test conducted by the parent company (Frequentis) during the contract period. Scope includes installing ten (10) contractor provided Frequentis headsets per GDC and ensuring the Frequentis system is up-to-date with the activated recording feature. Scope includes maintaining Frequentis audio back-ups for two months. Procad System: This scope includes supplying new maps for all the provinces, updating all Geographic Information System (GIS)/Global Positioning System (GPS) servers and workstations so that all capable mobile and subscriber unit visible through the graphical user interface, and installing five hundred (500) GPS antennas for the Sepura vehicle radios currently in use and activating the GIS/GPS functionality for each of the same radios. Incident Coordination Center (ICC)/National Coordination Center (NCC). This scope includes installing newly purchased computers onto the ICC/NCC network, installing and providing the ability to view the patrols within Baghdad from within the ICC/NCC, maintaining and sustaining the ICC/NCC network, computers and associated peripherals, cables, and applications. Connect/install ten (10) new contractor provided computers in (NCC) room. Install and connect one contractor provided (1) 52 inch flat panel TV screen to the nearest computer (at the discretion of MoI) to display important events or actions. Install and connect five (5) contractor furnished UPS for the NCC and five (5) for ICC. NICE Call Monitoring System: Scope includes updating the NICE hardware and software as necessary to provide the ability to monitor all voice traffic including, but not limited to group, individual half duplex, individual full duplex, phone to phone, and phone to radio calls. Install fifty (50) contractor furnished Hewlett-Packard (HP) NICE call logger tapes for MOI use. Surveillance Cameras: Scope includes conduct monthly periodic maintenance of the installed surveillance cameras and associated cables, connectors and systems. Scope also includes maintaining the cameras in an operational and working condition and if a camera cannot be repaired, then it will be replaced. Install and connect four (4) contractor provided mobile cameras and two (2) fixed cameras to be installed at the locations MoI chooses within the Baghdad Province. Scope also includes ensure the latest software is tested and installed on all required computer systems. General O&M scope includes: --Performing O&M which includes all aspects of O&M for AFRN, including any updates/modifications to the hardware and software, anti-virus and system/network security, seeking to improve the efficiency of the MSOs, GDCs, EBTS & MTS sites. --O&M will also be performed for all associated equipment used to connect the sites together (microwave, etc.). Validating all installed applications are working properly and all licenses are current --Replacing any faulty cables and ensure proper labeling and professional cable management (ie. no loose or dangling cables) for all AFRN equipment --Providing hardware and software documentation for all major systems, where documentation is made available, from the equipment manufacturer --Developing and provide a preventative maintenance inspection (PMI) schedule and checklist outlining when, and how, each site will be inspected and cleaned. --Maintaining the Uninterruptable Power Supply (UPS) equipment and batteries at each AFRN site to include the MSOs, GDCs, and EBTS/MTS sites --Submitting a detailed Baseline report showing the condition of all the AFRN system parts and set up a proposed plan to address any identified problems after discussion with MOI --Contracting the necessary technical support, or supply a plan as to how support will be accomplished, from the following companies: -Motorola company -NICE company (call logger) -Frequentis company -Aviat Networks company (microwaves devices) -Pelco company (surveillance cameras) -Ericsson company (switch board MD110) -Other companies, as necessary, for the rest of the system parts like --Installing 350 contractor provided anti-virus licenses. --Maintaining a twenty-four (24) hours a day, seven (7) days a week network operations center capable of determining AFRN issues and dispatching personnel as deemed necessary to maintain the operational status of the AFRN. Trouble tickets opened/closed will be sent to the MoI. --Providing weekly status reports by each zone for each MTS, EBTS, GDC, and MSO across AFRN. --Performing monthly PMIs at the MSOs, GDCs, and EBTS/MTS sites --Cleaning each EBTS/MTS site and each GDC/MSO equipment --Submitting reports documenting the mentioned PMI areas that will be provided for each site at the end of each month. --Attending meetings as required, involving the contractor, the MoI and the contracting officer or the contracting officer's representative --Performing O&M of the environmental alarm systems as to obtain digital alarms in Full Vision displaying the following: - Door opening and closing alarm - UPS alarms - Gas level in the fuel tank alarm - Generator and control alarms - ATS alarms - Air conditioner alarm - Temperature alarm TRAINING: Provide a ROM for classroom and on the job training. The ROM should reflect a detailed plan designed to enable MoI personnel to operate and maintain the system without vendor support. This should include training MoI personnel in the repair of all the MSOs, GDCs, EBTS'/MTS'. Training also must incorporate performing NOC operations, troubleshooting, logistics, and integrating MOI personnel in daily O&M functions such as field visits to the MSOs and GDCs. SOFTWARE LICENSES: Provide a ROM for three hundred and fifty (350) Antivirus software applications and licenses for all computers and servers connected to the AFRN. SPARE PARTS: Provide a ROM for AFRN spare parts based on 10% of the O&M value as well as emergency spare parts based on 5% of the O&M value. The emergency spare parts are expected to be on hand as soon as the O&M effort commences. ADDITIONAL AFRN CONTRACTOR FURNISHED EQUIPMENT: Provide a ROM for all the following equipment. This ROM must be itemized. A bottom line ROM, or representation as a LOT, will not be accepted: 1. ELU28 Analog card for the Ericcson MD110, qty 12 (At the rate of two (2) per MSO plus two (2) spares) 2. ELU29 Digital card for the Ericcson MD110, qty 12 (At the rate of two (2) per MSO plus two (2) spares) 3. Digital phone for the switch board Ericcson MD110, qty 20 4. Frequentis headsets, qty 100 (At the rate of ten (10) per GDC) 5. GPS antenna for Sepura vehicle radios, qty 500 6. EBTS base stations, qty 2 7. Hewlett-Packard (HP) 60 GB capacity tapes to be used with the NICE logger, qty 50 8. Pelco Fixed surveillance camera, qty 2 9. Pelco Mobile surveillance camera, qty 4 10. E1 test equipment for JDFU fiber and microfiber testing, qty 5 11. Test equipment for RJ-45 and DB9 female cables conductivity (BNC coaxial, DB25 female & male, DB15 female & male, DB9 female & RJ-45), qty 5 12. Laptop containing (Path Loss) software, qty 1 13.
