MARKET RESEARCH ONLY - MARKET RESEARCH ONLY This is a Request for Information for Instructional Services prepared in accordance with the Federal Acquisition Regulation (FAR). This RFI is in accordance with FAR Part 10, Market Research. This part prescribes policies and procedures for conducting market research to arrive at the most suitable approach for acquiring, distributing, and supporting supplies and services. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. The Department of Veterans Affairs intends to conduct market research pursuant to the requirement set forth below for the Office of Clinical Consultation and Compliance (OCCC) to conduct ISO 9001 for Healthcare Training. This source selection is for an indefinite-delivery, indefinite-quantity, multi-discipline contract for Professional and Management Development Training. NOTE: One or more contracts may be awarded as a result of this sources sought announcement. Small Businesses that have the capability to or currently perform the services outlined below are encouraged submit expressions of interest in your own format to include documentation of corporate capabilities sufficient detail for the Government to determine that your company possesses the necessary expertise and experience to compete for this acquisition. Please ensure responses do not exceed ten (10) pages. Documents should be submitted electronically to Ms. Christine Hernandez, Contracting Officer, at christine.hernandez@va.gov by February 11, 2011 by 3:00 pm EST. Since this is a Sources Sought Announcement, no evaluation letters will be issued to the participants. This synopsis is not to be construed as a commitment by the Government and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. The Government s intent, through this market research, is to identify which socio-economic group is capable of performing these services, and from these responses, determine if there is a viable industry response to ensure a competitive environment. This market research will use a tiered approach to evaluate the responses. For example, if there are inadequate responses from Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), HUBZone, Section 8(A), and so on until there is identification of viable industry response. The Government will evaluate the responses to this notice in the following order of descending importance: At the conclusion of the market research, it is the Government s intent to determine if this requirement should be set-aside, and for what socio-economic category. The NAICS code for this requirement is 611430 Professional and Management Development Training . This industry comprises establishments primarily engaged in offering an array of short duration courses and seminars for management and professional development. Training for career development may be provided directly to individuals or through employers training programs; and courses may be customized or modified to meet the special needs of customers. Instruction may be provided in diverse settings, such as the establishment's or client's training facilities, educational institutions, the workplace, or the home, and through diverse means, such as correspondence, television, the Internet, or other electronic and distance-learning methods. The training provided by these establishments may include the use of simulators and simulation methods. Overview of Potential Scope of Work The National Office of Clinical Consultation and Compliance (OCCC) consist of 7 Regional offices in the continental United States and 89 employees. The OCCC office serves to support and educate applicable staff and leadership at 153 healthcare facilities and their associated clinics and satellite campuses on the customized VHA quality management system (QMS) and its implementation. This education will be accomplished through collaboration, assessment, and the use of common communication platforms. The OCCC and applicable VACO, Network and facility staff require training to the customized QMS and its implementation. Assistance with development and delivery of training to a customized, healthcare related, ISO 9001 consistent quality management system is required. The training content may include ISO 9001 fundamentals, introduction to the VHA customized QMS, implementation of the VHA QMS, and training to specific processes within the VHA QMS. The types of training requested include self-study, dynamic and static web-based training, exportable training, conference (large and small group), hard-copy and other types of training as need dictates. The geographic coverage of the training may include national, regional, and local training anywhere within the continental United States. Requirements The objective of this RFI is to identify vendors who can provide qualified instructors for the capabilities listed below: Contractors are permitted to bid on single or multiple numbered capability areas below for base and all option years. 1. On-Site Conferencing Capability: - Scalability for conference-based training from 75-300 people. - Capability to assist with development and provision of onsite training equipment, such as projectors, laptops, media, or other materials and equipment required to complete the onsite training, if audio/visual equipment not already provided. - Capability to offer various training venues from face-to-face, large conferences, train-the-trainer, literature-based, and self-study modules or combinations thereof. - Provision of customized training compatible with the organization s defined quality management system. - Capability to offer training, materials, and references/standards related to International Organization for Standardization (ISO) introductory and advanced training. - Capability to offer training, materials, references/standards for ISO-related standards in Healthcare, such as NAIHO standards for CoP accreditation. - Capability to provide bulk organizational discounts for educational materials, standards, certification self-study packages, and reference and regulatory material. - Capability to provide auditor competency assessment tools periodically as calibration checks to ensure auditor techniques are consistent. - Preferred: Capability to offer RABQSA or IRCA-accredited training, materials, references/standards for ISO 9001:2008 Lead Auditor courses and certificates of eligibility. Lead Auditor and Internal Auditor courses should include real-life audit scenario-based training or actual teaching audit participation. Preferred: Capability to offer accredited training, materials, references/standards for Internal Auditor courses for healthcare quality management systems and ISO 9001:2008. 2. Web-Based Training Capability: Capability to assist with the development and provision of a structured web-based curriculum or as-needed web-based curriculum on a variety of operational management topics and organizational quality related to ISO 9001:2008, from the basic to expert levels. - Capability to configure existing web-based training modules for VHA specific needs. Web-modules should also have the capability to support self-study, a la carte access, and the ability to bookmark and save a trainee s progress. - Preferred: Web Based Training Content and Record capability to interface with VHA learning and quality management system databases and web applications. - Capability to offer training, materials, and references/standards related to International Organization for Standardization (ISO) introductory and advanced training. - Capability to offer training, materials, references/standards for ISO-related standards in Healthcare, such as NAIHO standards for CoP accreditation. 3. Specialized Training Capabilities: - Capability to provide individualized, intense (rapid cycle improvement-based) educational services to trouble areas within VHA where ISO integration roadblocks are encountered during the course of education and implementation. - Capability to travel to identified areas needing rapid cycle improvement interventions with 5 business days of notice. - Capability to educate and assist in the synthesizing of ISO 9001:2008 standards with a variety of current standards and regulations within the healthcare industry. - Preferred: Capability to provide discounted enterprise memberships to organizations associated with ISO 9001:2008 training and knowledge development. - Preferred, but not required: Capability to provide an integrated approach to healthcare quality management/business operating system training, incorporating current approaches and use of standards and accreditation requirements within the healthcare industry that are complementary and synergistic to ISO 9001:2008, ISO 11135-1:2007, AAMI/DS-1 ST79:2005 Comprehensive Guide to Steam Sterilization and Sterility Assurance in Healthcare Facilities, ANSI/AAMI ST35:2003, FDA Current Guidelines 21 CFR 200 and 800, such as the Joint Commission, AHRQ, AORN, AIAG, NIAHO, College of American Pathologists, CARF, and other healthcare regulatory and accreditation requirements. 4. Support Capabilities Required: - Capability to provide ongoing support for the duration of the contract and any contract renewal options.
