Description

The Great Lakes Acquisition Center is seeking qualified Architectural/Engineering firms that are CVE verified Service Disabled Veteran Owned Small Business or Veteran Owned Small Business to provide design service to Design Bldg. #1, a 585,000 sq.ft. Building at the Edward Hines Jr VA Hospital, Hines, Illinois. Design will includes but is not limited to removal of interior walls and systems, construction of new interiors, exterior renovation and new data and phone system. This project will start with conceptual design and take the project through the Schematic Design 2 Phase. Full DD1 and DD2 design services are not part of this project. Asbestos and lead based paint abatement is not part of this project. The building will be designed to obtain LEED certification. The goal would be a LEED Gold building, but may be reduced based upon funding restrictions and the practical application of LEED principals. The Engineering firm must be located within a 150 miles radius of the Edward Hines Jr. VA Hospital, Hines Illinois. The 150 mile radius will be determined using the following website: http://www.freemaptools.com/raius-around-point.htm. The firm shall be listed in CCR under NAICS code 541330 and be capable of providing design services including, but not limited to: site investigations, schematic design documents, design development documents and construction documents. Prime contractor should have registered architects and engineers as members of the firm or team. The following additional licensed/registered specialty disciplines should be members of the firm, or team with demonstrable expertise in their respective fields: Cost Estimator, architectural, electrical, mechanical and plumbing engineers. Prospective firms are reminded that as per FAR 52.219-14: By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for- (1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. If your firm can meet the criteria above, provide the following information: 1) SDVOSB or VOSB CVE verification; 2) short narrative on company to include as a minimum: a) number of staff on company payroll, b) number of years as an Engineering firm, 3) a detailed description (including size, scope and dollar value) of the firm's experience in designing projects of a similar size, 4) Knowledge in LEED design and construction requirements 5) name and address of your firm, 6) DUNS Number, and 7) name and phone number of a point of contact in case further information is needed. Please forward the information via email to laura.silguero@va.gov with the subject line "A/E to Design Bldg. #1" This RFI is issued solely for information and planning purposes only to determine availability of qualified SDVOSB and VOSB firms and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. You are required to E-mail your responses to laura.silguero@va.gov by 4:30 p.m. on February 4, 2011. Please note that this is not a request for proposal and the Government is seeking information for market research purposes only. The Government may or may not issue solicitation documents.
