W91B4M-QA/QC-KRCC-RFI SOURCES SOUGHT / REQUEST FOR INFORMATION (RFI) PROJECT NAME: (NTM-A/CSTC-A) CJ ENGINEER QUALITY ASSURANCE / QUALITY CONTROL The purpose of this RFI is to search for eligible and responsible contractors capable of assisting the NATO Training Mission/Combined Security Transition Command - Afghanistan (NTM-A/CSTC-A) CJ ENGINEER to provide Quality Assurance / Quality Control (QA/QC) inspectors to ensure construction contractors are building in compliance to the codes and contract specifications. The NTM-A/CSTC-A CJ ENGINEER has a requirement to build Afghan National Army (ANA) and Afghan National Police (ANP) Head Quarters, posts and training centers to grow the Afghan National Security Forces (ANSF). GENERAL SCOPE: The Contractor shall perform countrywide QA/QC services throughout Afghanistan. The Contractor shall develop and establish an education program of progressive technical training to ensure the local national workforce derives increased construction QA/QC competence, to enhance capacity and increase Host Nation capability through participation in the NTM-A/CSTC-A and ANSF construction projects. The Contractor will coordinate site inspections with appropriate Facility Engineer from Ministry of Defense or Ministry of Interior. Work shall primarily be located in the general vicinity around Kabul, Kandahar, Bagram, Maser-e-Sharif, Herat, Bastion, Jalalabad, Shindand and Shorabak areas; however, the Contractor may be required as specified by CJ-ENG to perform work at remote/austere locations. The Contractor shall be capable of addressing and interpreting all aspects of quality assurance and construction management, including independent materials testing, construction sequencing and scheduling, maintenance of project construction documentation in an auditable form to support external audits, and the preparation and presentation of expert testimony, if required. The Contractor will maintain original record copies of contractor submittal approval documents, design drawings, as-built drawings, Quality Assurance Daily Reports, audited Quality Assurance Plans, special reports, meeting minutes, and other appropriate documentation to support external review, audits, and claims. Some tasks may require planning and logistical support to include on-site translation and/or interpretation. The Contractor shall perform supervision, inspection and oversight for construction of varies facilities, to included but not limited to Brick and Mortar, K-Span, Containerized/Modular Type, Concrete, Infrastructure and Renovations, thought Afghanistan. The Contractor shall perform supervision, inspection, and oversight for construction of various facilities throughout Afghanistan. The projects will be identified by CJ-ENG and are subject to change based on needs of the customer. Primary services shall include, but not be limited to; supervision of all QA/QC personnel, construction oversight services, inspection, field construction management, quality assurance oversight, schedule analysis, and back-office engineering support of construction associated with CSTC-A construction in Afghanistan. The contractor shall participate in project development by preparing Quality Assurance Plans or process to impose contractual requirements and construction standards, and provide documentation for oversight operations such as quality assurance daily reports, weekly reports, non-compliance notices, pre-final and final inspection letters, and construction closeout forms. The Contractor shall perform and submit to CJ-ENG detailed audits of construction performed by contractors at the completion of definable features of work (significant construction milestones) or as directed by the Contracting Officer Representative (COR). The contractor shall also perform submittal reviews of all contractor submittals. Such reviews may require an on-site visual review or off-site comprehensive reviews depending on their nature (material acceptance versus load calculations) and report results to the COR. The contractor will provide CJ-ENG staff with in-depth analysis of contractor cost and schedule performance, as well as reporting for individual project and program status by development, collection, analysis and display of construction program Key Performance Indicators. Appropriate technologies and software to support collection, analysis and display of Key Performance Indicators such as a collaboration web-site will be utilized. The Contractor shall maintain project construction documentation in an auditable format, and shall store sufficient documentation on a retrievable database to support independent external project audits, when and as required. The Contractor shall provide the construction management staff with sufficient software, hardware and technology integration to enable CJ-ENG submitted cost and schedule information and data to be collected, analyzed, monitored and displayed in a manner that provides an overview of each project. As needed, the Contractor may be called upon to perform engineering reviews of construction designs or to prepare recommendations for engineering remedies to constructability issues. The Contractor shall also provide independent testing of construction materials. The testing program shall have staff qualified in accordance with internationally accepted laboratory testing and certification procedures and standards. The Contractor shall establish a program of independent materials testing and program-wide reporting of sufficient scope to ensure CJ-ENG receives assurance that materials being utilized meet construction materials quality criteria. CONTRACT TYPE The Government anticipates award of a single Fixed Price, Labor-Hour IDIQ contract. Other Direct Costs (ODCs) will be provided on individual Task Orders on a cost reimbursable basis. PERIOD OF PERFORMANCE: Period of Performance: Five (5) year ordering period. This contract will be performance-based and competition will be conducted full and open. This is a request for information only. This is not a solicitation announcement. This notice neither constitutes a Request for Proposal, nor does it restrict CJENG to an ultimate acquisition approach. No contract will be awarded from this announcement, and requests for information or inquiries will not receive a response. No reimbursement will be made for any costs associated with providing information in response to this announcement. Any information submitted by respondents to this notice is strictly voluntary. Firms responding to this notice are also requested to provide CJENG with statements addressing the questions below, along with a capability statement. Responses to the RFI shall be limited to 10 pages or less, font 12, Times New Roman. Graphics and charts must be legible and visible to the average naked eye (if included). Responses must be submitted electronically to ana.d.camacho@afghan.swa.army.mil. Electronic submissions must be received no later than 2:00 PM (Kabul Time), February 7, 2011. Dependent upon the results of this market survey, Kabul Regional Contracting Center (KRCC) may subsequently issue a Request for Proposal (RFP) to acquire the services. Telephone inquiries will not be accepted. A solicitation is not currently available. If a solicitation is issued, it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought notice are not considered adequate responses to any future solicitation announcements. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of future solicitations. I.
