- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. Responses are due no later than 3:00 p.m. Hawaiian Standard Time 11 February 2011. This is a Sources Sought Notice and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Honolulu District, requests letters of interest from SMALL BUSINESS PRIME CONSTRUCTION CONTRACTORS interested in performing work on a potential construction solicitation for the following projects: 1. $53M FY13 MCA PN 76586, Quad B Building Renovation, Whole Barracks Renewal, Quad B, Phase 2B, Schofield Barracks, Oahu, Hawaii. Project Description: This project will renovate / modernize Building 156 of Quad B to provide unaccompanied enlisted personnel housing (UEPH) units for 110 soldiers meeting current Army Barracks Criteria 1+1 module. Renovated areas include living / sleeping rooms, baths, walk-in closets, kitchen, service areas, manager's office, mailroom, laundry rooms, vending area, janitor's closet, mechanical rooms, electrical rooms, telecommunication storage rooms. Structural and seismic upgrades will be required to comply with current building codes. Asbestos removal and Lead Based Paint abatement will be necessary for this renovation. Modernization of the existing building will include Information systems, fire protection and alarm systems, mass notification, intrusion detection system (IDS) installation and energy monitoring control systems (EMCS) connection Supporting facilities include site development, utilities and connections, lighting, paving, parking, walks, curbs and gutters, storm drainage, information systems, landscaping and signage. A new, separate air conditioning / heat plant facility (central plant) will be constructed to support the entire Quad. 2. $65M FY13 MCA PN 76587, Quad B Building Renovation, Whole Barracks Renewal, Quad B, Phase 2C, Schofield Barracks, Oahu, Hawaii. Project Description: This project will renovate / modernize Buildings 157 and 158 of Quad B to provide unaccompanied enlisted personnel housing (UEPH) units for a total of 220 soldiers (110 in each building) meeting current Army Barracks Criteria 1+1 module. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. Responses are to be sent via email to jennifer.i.ko@usace.army.mil no later than 3:00 p.m., Hawaiian Standard Time 11 February 2011. Responses are requested from interested SMALL BUSINESS PRIME CONTRACTORS only. Interested SMALL BUSINESS PRIME CONTRACTORS shall submit a narrative demonstrating its experience in renovation and construction of multi-story buildings of similar size and value. Include experience with abatement of asbestos-containing material and lead-based paint, Include experience with obtaining LEED Silver certification or better on construction projects. Narratives shall be no longer than three (3) pages. Provide a letter from your surety stating your bonding capability for a single contract action and your aggregate capability. Email responses are required. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition. Please note that it is required that your company be registered in the Contractors Central Registration System (CCR), please see www.ccr.gov for additional information. In addition, this sources sought is not to be construed as a commitment by the government, nor will the government pay for any information solicited or delivered.
