- SCOPE - Painting the interiors of Mission 66 and Cottag 1. General Information:This announcement constitutes the only solicitation; offers are being requested and a separate solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format stated in the Federal Acquisition Regulations (FAR) Subpart 12.6, Subpart 13.5, and supplemental with additional information. The National Park Service (NPS) contemplates award of a firm fixed price contract, as a result of this combined synopsis/solicitation, to the offeror providing the best value to the Government. NAICS code: 238320. The proposed contract is 100% set-aside for small business concerns. All responsible small business concerns that submit an offer shall be considered by the NPS. Scope of Work: Painting the interiors of Mission 66 and Cottage Quarters: Contractors are to provide all the labor and equipment, including but not limited to (brushes, rollers, sleeves, tarps, drop clothes, rags, spray equipment, putty knives, screw drivers, etc.), necessary to patch and paint the interiors of Park Quarters. The scope of this work includes all the preparation work necessary before the paint is applied, including but not limited to (patching nail holes and repairing and spackling minor wall and ceiling damage and cracks in the drywall, re-bedding drywall corner bead as needed and caulking to seal all cracks around the baseboards, windows and door trim, etc.Contractor is responsible for all the sanding and preparation work necessary prior to painting in order to produce a nice "Textured" finish without any cracks, drips or runs or missed areas. These are all single story residents painting includes some painting in the basement stair areas. All the walls and ceilings in these quarters originally had a light "textured" finish and just need re-painted; in some of these quarters the previous resident on their own did some "sponge" texturing; these quarters will need additional preparation in order to restore a uniformed appearance. Yellowstone National Park will provide all the paint (both latex and enamel), primmer, varnish and spackle as needed for these interior spaces. Paint Schedule is as follows for each specific area: The Ceilings and Walls in all of the (kitchens, bathrooms, laundry areas and all closets and the closet shelving), are painted with one color.Sherwin-Williams, Semi-Gloss, Latex Enamel (color - "Origami" # 1025) The Walls in all other rooms, (living-room, dining room, bedrooms, halls, small rooms, etc.), are painted with one color.Sherwin-Williams, Flat Latex, (color - "Nestalgic #1347) The Ceilings in all (living-rooms, dining rooms, bedrooms, halls, other small rooms), are all painted white.Sherwin- Williams, Flat latex, (color - "Origami" # 1025) All (Painted) wood trim including (windows, doors, kitchen cabinets, bathroom vanity cabinets, baseboards closet shelves, etc. are all painted with.Sherwin-Williams, Semi-Gloss, Oil Base Enamel, (color - "Origami" # 1025) Doors and Kitchen cabinets that are varnished will need to be sanded and re-varnished with a satin finish. Quality Control:Patch all minor damaged walls, ceilings and trim; fill in holes, spackle as needed, etc. before painting. Caulk all large open cracks and joints in walls, ceilings and trim, that cannot be covered by paint, before painting. Remove any "press-on" boarders from walls before painting.All paint shall be applied by brush, rollers or spray.Protect all surfaces that are not to be painted, (i.e.: carpet, linoleum wood floors, naturalwood finishes) surfaces shall be protected from paint droppings, spills, splashes, splatter, and/or over spray. Protect all surfaces from any damage that the contractor and/or his equipment might caused by the act of painting, such as but not limited to cuts, scuff marks and gouges from ladders, buckets, tools, etc.Surfaces shall be properly prepared before painting so that the new paint bonds to the surface properly. Surfaces shall be washed, repaired, patched as necessary prior to painting to assure the new paint bonds to the surface. Paint shall be placed on the walls and ceilings in such a way and thick enough that the new paint covers previous old paint colors and restore a uniformed "textured" appearance and color without any runs, or missed areas upon completion. All outlet, switch covers and lights shall be removed before painting and reinstalled properly after surfaces have been painted and the paint has dried.(In quarters where the previous residents have painted the outlets, switches and covers, the contractor does not need to replace these painted covers, switches or outlets, Park Staff with replace these painted electrical devices with new ones), after the contractors has finished. Windows shall be cleaned on the interior side. All doors, door locks and catchesshall be fully operational and all paint splatter removed.Varnished finishes on interior doors and cabinets will need to be sanded toremove dirt, oil and grime so that new varnish will adhere to the surfaces then re-varnished. Clean up:Once all painting has been completed, any left over paint shall be consolidated into as few of the "original" clean containers as possible and returned to the NPS.The interiors, of these quarters, shall be cleaned. Bathrooms and sinks shall be cleaned showing no signs of use. All Paint tools, equipment, supplies, materials and trash and residue shall be removed. Contractor shall remove all their tools and equipment and clean up the interiors leaving no mess behind. Safety:Some of these "Historic" Quarters may contain old Lead Paint. The contractor and his crew must be knowledgeable and comply with all the OSHA standards regarding painting and working with lead painted surfaces. The contractor must provide Proper Personal protection equipment for his crews as required by OSHA. Loose material must be removed by scraping. Avoid creating of any dust. All paint chips that are scraped off shall be captured on Plastic sheets and picked up using a HEPA vacuum, and disposed of as hazardous waste. Workers must wash their hands before eating. No smoking is allowed inside the buildings. The square footage estimates provided below are for estimating purposes only and are not intended to be exact. There is no housing is available for crew to use while performing this work. These are all vacant houses and will not be occupied until the painting is completed. Descriptions of the houses that are to be painted under this contract are as follows: Quarters # 86 Historic cottage house (Located in Middle Mammoth) In the laundry area, kitchen, bathroom and closets:There is approximately 1080 Sq. Ft. of wall enamel Approximately 215 Sq. Ft. of Ceiling enamel In the living room and bedrooms and hall areas:There is approximately 1192 Sq. Ft. of wall latex Approximately 458 Sq. Ft. of ceiling latex There are 10 doors that will need enamel painting There are 12 windows that will need enamel painting. Quarters # 385 Mission 66 style house (Located in Lower Mammoth) In the Laundry area, kitchen, bathrooms, closet, basement stair area and the garage:There is approximately 2,201 Sq. Ft. of wall enamel Approximately 668 Sq. ft. of ceiling enamelIn the living room, bedrooms and hall areas:There are approximately 2,240 Sq, Ft. of wall latex. approximately 818 Sq. ft. of ceiling latex. There are 20 doors that will need enamel painting.There are 14 windows that will need enamel painting. Leave the wood floors as they are not to be refinished.Several rooms in this quarters were heavily "Sponge textured" by the previous resident and will require additional preparation in order to cover the old finish and restore some type of uniform "textured" finish. Quarters # 551 Mission 66 style house (Located in Lower Mammoth) In the Laundry room, kitchen. Bathrooms, closets and the basement stair area and garage: There is approximately 2,221 Sq. ft. of wall enamel Approximately 672 Sq, Ft. of ceiling enamel There are approximately 2,196 Sq. Ft. of Latex walls Approximately 809 Sq. Ft. of ceiling Latex. There are 20 doors (4-Painted, 16-Varnished)There are 14 windows EnamelIn the bathrooms there are wood vanities that need enamel Leave the basement as it is unfinished. PERIOD OF PERFORMANCE: FROM DATE OF CONTRACT AWARDTO MAY 23, 2011. SITE VISIT: A SITE VISIT WILL BE HELD ON FEBRUARY 8, 2011 AT 10:00AM. CLAUSES, PROVISIONS AND ATTACHMENTS This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-44. Provision 52.212-2, Evaluation - Commercial Items, applies to this acquisition. Paragraph "a" of the provision is hereby replaced with the following: "Award will be made on the basis of the lowest evaluated price of offers meeting or exceeding the acceptability standards for non-price evaluation factors. PRICE: The NPS shall analyze prices to verify they are fair and reasonable per the requirements of Federal Acquisition Regulations, Subpart 13.106-3. The non-price evaluation factor and their associated acceptability standards are: Past Performance. Past performance is a measure of the degree to which a contractor has satisfied its customers in the past. Standard of Acceptability: The offeror must receive at least a satisfactory past performance rating by the NPS. The NPS will evaluate past performance based on, the Government's knowledge of offeror's past performance, and/or references obtained from any other source. This Paint contract is for labor and equipment only. Contractor shall provide all the labor, and equipment necessary to prepare the interior surfaces for painting and once the walls and ceilings have been repaired and prepared, paint 3-housing units located in Mammoth Hot Springs in Yellowstone National Park. All the paint, primer, varnish and spackle will be provided by the Government. The contractor is to provide all the labor, tools and equipment necessary for his use in order to prepare the various services for painting and once prepared the contractor will paint these interiors. Tools that the contractor needs to provide for his use are such as, but not limited to: (brushes, rollers, roller sleeves, spray equipment, tarps, rags, tools, sand-paper, trowels, etc.) The interior square footage to be painted is approximately 14,770 SF total in all 3 houses. There are 50 doors and 40 windows in all 3-houses. The scope of this work requires the contractor to paint with both Latex and oil based paints.
