Service Contract Act Wage Determination Photo Drawing EXPERIENCE AND CAPABILITY QUESTIONNAIRE 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. The solicitation number is AG-0116-S-11-0018 and the title is M/V Chugach Ranger Maintenance and Inspection this solicitation is issued as a request for quotation (RFQ). 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-49. 4. This is a small business set-aside with an associated NAICS code of 336611 and small business size standard of 1,000 employees. 5. Statement of Objectives (SOO); This requirement is issued as a Statement of Objectives (SOO). With a SOO we identify the end product and the contractor submits his or her proposal of how they intend to accomplish the required work. The intent is to allow the successful contractor, the flexibility, to use best business practice to efficiently complete required work. a. Purpose; Perform inspections, maintenance, services and repairs to ensure the MV Chugach Ranger is safe for operations. b. Scope or mission; (1) Annual Hull Maintenance (2) Condition survey of onboard systems (3) Five-Year USCG Certificate of Inspection preparation and coordination. (4) Perform authorized repairs c. Period and place of performance; (1) Period of performance: March 1, 2011 through April 30, 2011 (2) Pre-Bid Meeting: February 15, 2011 (3) Final Report of Findings due: May 1, 2011. (4) Place of performance: contractor's facility d. Background; (1) The M/V Chugach Ranger is a 61 foot, wooden crew vessel designed by Spaulding & Associates and constructed in 1927 by Olathe Enterprises Seattle, Washington. M/V Chugach Ranger's main propulsion is a GMC 671 Diesel engine and the vessel is equipped with one 8 kw, Northern Lights Generator. This vessel sleeps six plus skippers accommodations in the wheel house. This vessel has a full galley which is outfitted with a Dickenson oil stove, refrigerator and other appliances. (2) This wooden boat underwent an extensive rebuild in 1998. These inspections are scheduled every five years with the USCG Marine Safety Detachment, District 17, Juneau Alaska beginning at the tenth year. Marine Survey service is scheduled every ten years to assist in maintaining this vessel. (3) M/V Chugach is currently at the vessel's home port of Petersburg, AK. e. Performance objectives; (1) Perform annual general hull maintenance. (2) Retain a certified Marine Surveyor to complete a comprehensive condition survey. (3) Prepare, schedule and complete Five-Year USCG Certificate Inspection. (4) Complete authorized repairs. f. Government furnished items; (1) Vessel Operator and necessary deckhand (2) Vessel maintenance and repair history (3) Photos and drawings (4) Arrangements will be made to have the M/V Chugach Ranger at selected haul-out facility. 6. The provision "52.212-1 Instructions to Offerors-Commercial Items" applies to this acquisition supplemented that your offer must include: a. Priced statement of work with tasks identified to accomplish Performance Objectives. b. Completed Experience and Capability Questionnaire (attached) or clearly written resume with the same information. At a minimum this submittal should address Evaluation Criteria list below. c. The provision "52.212-2, Evaluation-Commercial Items", applies to this acquisition and the specific evaluation criteria to be included in paragraph (a) of that provision, are as follows: a. Evaluation Criteria, combined non-price evaluation factors are more important than price. (1) Price (includes government cost estimate of moving boat to contractor's facility) (2) History of vintage wooden boat experience (3) Adequacy of contractor's facilities to perform required services (4) Ability to perform this work between March 1, 2011 and April 15, 2011 8.
