Description

The VA Pittsburgh Healthcare System (VAPHS), University Drive, Pittsburgh, PA 15240 has a requirement for Project #646-366 Design/Build for Modernization of ICU Beds. This is a Request for Proposal (RFP) which is a competitive (best value) procurement set-aside 100% for Service Disabled Veteran Owned Small Businesses (SDVOSB) for a design/build construction project. Work includes, but is not limited to, providing profession Design Build / Architect Engineer (DB/AE) services and Design Build Construction services (DB Team). The purpose of this project is to design and construct an addition to the fifth floor level of the Clinical Addition Building consisting of ICU rooms and associated support areas at the University Drive Division. The DB/AE will provide professional architectural/engineering and construction services to include architectural, general construction, alterations, mechanical and electrical work, utility systems, fire protection, necessary removal of existing structures and construction and certain other items. The DB/AE will construct and renovate the designated spaces per the itemized requirements indicated in the solicitation. The DB/AE will develop construction specifications and drawings as well as supervise the renovation of the spaces. The construction cost range is between $5,000,000 and $10,000,000. The applicable NAICS code is 236220 with the small business size standard of $33.5 million. The solicitation will be available on or about February 16, 2011 to interested parties through electronic data interchange at http://www.fedbizopps.gov for downloading free of charge. The offeror is responsible to download all amendments and other documents from this website without further notices from the VA Pittsburgh Healthcare System. It is highly recommended that you complete the solicitation mailing list on the website before downloading the solicitation. Contact VAeCMSAdmin@va.gov regarding any problems downloading the solicitation from the website. Questions must be submitted to the Contracting Officer by e-mail identifying the project number and title in the subject line to Cheryl.Weidner@va.gov no later than February 25, 2011 at 4:00 PM Eastern Time so they can be addressed at the Pre-Proposal Conference. A Pre-Proposal Conference is anticipated for on/about Thursday, March 3, 2011 at 8:00 AM Eastern Time at VA Pittsburgh Healthcare System, Conference Room AE 108, University Drive, Pittsburgh, PA 15240. "NOTE: All offerors are strongly encouraged to attend the Pre-Proposal Conference. Final questions will be accepted after the Pre-bid Conference by the Contracting Officer by e-mail until close of business March 10, 2011, and responses will be provided to all bidders on the Bidder's Mailing List. Questions received later than March 10, 2011 may not be addressed in the interest of adhering to the scheduled proposal due date. The Deadline for Proposals will be on/about Friday, March 18, 2011 at 4:00 PM. All qualified responsive/responsible offerors may submit a proposal which shall be considered by the agency if received timely. Contract is subject to availability of funds. Prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov, shall be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov and be registered at http://www.vip.vetbiz.gov prior to award of a contract.
