- THIS IS A REQUEST FOR INFORMATION. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations is seeking sources capable of performing the requirements necessary for a program of vessel inspection for NOAA's fleet of 19 ships and 35 small boats (lengths of 40-85 ft.), including project oversight and meeting facilitation, contract and project management, technical assistance, and writing of vessel operational policies and standard operating procedures. The main tasks that will be required by this contract are (1) inspection of NOAA vessels and small boats in support of established vessel safety and small boat safety programs, which will be documented by the contractor in required reports; (2) technical manual documentation support in support of NOAA's fleet standardization team; (3) management of contractor services including management of contract time and cost expenditures, and; (4) administrative support for the program of vessel inspection. An IDIQ contract is anticipated for the work. Contract performance will be a base period of one year with up to four one-year option periods for a total possible duration of five years. The NAICS code for this requirement is 541330 (Engineering Services, Marine Engineering and Naval Architecture) the small-business size standard is $18.5M. The Federal Supply Class Code is H319 (Inspection Services - Vessels and Small Boats). This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of contractor's information. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Interested firms should submit, in writing, capability statements which address the main tasks noted above as well as include: 1) Your firm's DUNS number & CAGE code; 2) Your firm's SBA certified small business concern status. Specifically identify if your firm is HUBZone-certified, Service Disabled Veteran Owned, or SBA 8(a) program certified; and 3) A brief description of your firm's recent past experience (within past 7 years) performing operations, maintenance and technical support of a similar magnitude to the work required.
