Description
PACKAGE HSCG38-11-R-H00005/INDICATOR REPAIR This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number HSCG38-11-R-H00005 is assigned to this procurement for tracking purposes only. This procurement is being solicited as a small business set aside. All responsible small business sources may submit a proposal, which will be considered by this agency. The items specified, on an as required basis for a one-year base period beginning at date of award; with four one-year option periods renewable annually. A written statement of work is attached with a schedule of supplies or services and available for download. The resulting contract will be Firm Fixed Price. This requirement will be satisfied using commercial acquisition procedures as describe in FAR Part 12, and FAR Part 15 as supplemented with additional information included in this notice. Selection will be made using "Best Value" evaluation methods to determine the offer that represents the overall best value to the Government. The Government reserves the right to award to OTHER than the lowest priced offeror if the offer represents the best value to the government, price and other factors considered. Multiple Awards may be considered. The incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2005-49. The North American Industry Classification System Code is 336413 and the size standard is 1000 employees. The units will be repaired and then shipped to the USCG, Aircraft Repair and Supply Center, Elizabeth City, NC. 27909-5001 unless otherwise directed. Repair shall be accomplished in accordance with the Original Equipment Manufactures (OEM) specifications or applicable Air Force Technical Orders (AFTO's). The Coast Guard does not own nor can it provide specifications, drawings, or data for the repair of these items. Required delivery date is 45 days after receipt of material (ARM) and the FOB point is destination. Solicitation Provisions and Clauses are provided as a part of the SOW. Offerors must be registered and active in the Central Contractor Registration (CCR) at http://www.bpn.gov and display the North American Industry Classification System Code 336413. FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items (Jan 2011). An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (o) of this provision. Notice to Offerors: It is the policy of the Coast Guard to issue solicitations and make contract awards in a fair and timely manner. To further this policy, the Commandant has created the position of Solicitation Ombudsman who is empowered to investigate issues raised by prospective offerors and resolve them, where possible, without expensive and time consuming litigation. Potential offerors who believe that a Coast Guard solicitation is unfair or otherwise defective should first direct their concerns to the cognizant contracting officer. If the contracting officer is unable to satisfy the concerns, the offeror should then contact the Department of Homeland Security, United States Coast Guard (CG-9131), Ombudsman Program for Agency Protests, 1900 Half Street, SW, Room 11-0602, Washington, D.C. 20593-0001.
