- Pricing Template Request for Proposal Performance Work Statement Solicitation Number R3114361 is being issued by the Federal Acquisition Service of the General Services Administration (GSA), on behalf of the U.S. Army Europe, ( USAREUR) on an unrestricted basis to acquire cost-effective, theater-wide Information Assurance (IA) and Information Technology (IT) training for all DoD activities which offers hands-on, state-of-the-art instruction provided by certified training professionals. This training contract is in support of the Army Europe - Information Technology Training (AE-ITT) Program. The AE-ITT Program is centrally managed by the USAREUR G6 and covers the IT training requirements for USAREUR's Title 10 Area of Responsibility (AOR). This joint program supports the different branches of the U.S. military and their various commands/units that are geographically dispersed across the U.S. European Command (USEUCOM) and U.S. Africa Command (USAFRICOM) AORs. The AE-ITT program consists of two training areas: 1) Information Technology Training Program (ITTP): Includes commercially available and Army-specific training courses. 2) Information Assurance Training Program (IATP): Includes commercially available courses and industry standard certifications that map to the Army's Information Assurance requirements under Department of Defense Directive 8570 (DoDD 8570) and applicable Army Regulations. The scope of this effort will provide ITTP, IATP, relevant Army-specific technical training capabilities, and incidental support services to meet the training and certification testing needs of DoD personnel from USAREUR; 5 th Signal Command (5 SIG); USEUCOM; USAFRICOM; IMCOM-Europe; and HQ, U.S. Air Forces in Europe (USAFE). Performance of services under this contract will be Outside the Continental United States (OCONUS). All responsible sources may submit a proposal which shall be considered by the agency. All vendors must be registered in the Central Contractor Registration (www.ccr.gov) in order to received Government contracts. It is mandatory that all responding vendors be registered in GSA's IT-Solutions Acquisition System (ITSS). The website is http://it-solutions.gsa.gov. The HelpDesk phone number is 1-877-243-2889. Competitive formal source selection procedures will be used as set forth in FAR Part 15. Offerors are advised that an award may be made without discussion or any contact concerning the proposals received. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all offerors; and to award contracts to other than the offeror submitting the lowest total evaluated cost. Therefore, proposals should be initially submitted on the most favorable terms. Please see and carefully review all attachments.
